Revere City Council Tackles Cryptocurrency ATM Risks, Approves Key Reappointments

The ordinance was primarily motivated by the need to protect vulnerable populations such as seniors and individuals with limited English proficiency who are often pressured into withdrawing large sums of money without proper verification.
Silvestri shared a concerning incident where a resident fell victim to a scam, losing $350,000, highlighting the severe consequences of these fraudulent activities. The current lack of accountability for ATM operators exacerbates the issue, necessitating legislative intervention. The proposed ordinance includes a 60-day compliance period for operators and retailers, with penalties for non-compliance reaching up to $300 per day.
Councillor Robert J. Haas expressed his support for the motion, emphasizing the pervasive nature of scams, including those conducted over phone and email, which necessitates protective measures for the community. Councillor Anthony T. Zambuto, initially unfamiliar with cryptocurrency, acknowledged the urgency of addressing scams and thanked Silvestri for his stance. He also credited Claire Inzerello for her significant role in crafting the ordinance and noted the influence of the Attorney General’s office in advocating for stricter fines.
The subcommittee considered and approved amendments proposed by Silvestri, clarifying enforcement penalties and extending the implementation timeline from 30 to 60 days. Subsequently, the amended ordinance was recommended to the full City Council, receiving unanimous support from the present members.
In parallel, the Appointment Subcommittee meeting, chaired by Councillor Anthony Cogliandro in the absence of Chairwoman Joanne McKenna, addressed several appointments and reappointments of city officials. The subcommittee also granted special municipal employee status to the constable position to ensure compliance with Massachusetts General Law regarding ethics.
Several reappointments were also discussed and approved. Notably, Robert Silvestri was reappointed to the License Commission, receiving commendation for his fairness and hands-on approach in managing licensing issues with local bars and restaurants. His reappointment was unanimously supported by the council.
Bernardo Sepulveda was reappointed to the Conservation Commission, recognized for his dedication and educational efforts within the community. His reappointment was similarly approved without opposition. Additionally, James O’Brien’s reappointment to the Zoning Board of Appeals was confirmed, with council members praising his integrity and thorough evaluation of zoning variances.
Gerard Cole, who has served as a constable since 2016, primarily managing evictions, was also reappointed. His passion for community service and adherence to legal requirements were acknowledged by the council, resulting in unanimous approval of his reappointment.
