Michael Graves from the Planning and Development Services presented the case, explaining that the land, located in East Palatka, previously fell under a planned unit development that had expired. The original development plan had allowed for the creation of 1,580 homes. However, the current rezoning request aims to facilitate fewer homes, aligning with the residential estate zoning district’s requirements. This shift to residential estate zoning will limit the development to one unit per parcel, despite the parcel sizes.

The commission’s discussion highlighted that the zoning change supports the county’s comprehensive plan’s goals and policies. The commission members noted that this change represents a move away from high-density development, a sentiment echoed by concerned citizens who feared further development. They clarified that this rezoning reduces potential housing density, contrary to initial concerns.

The applicant representative, Reed Matthews, explained that the rezoning would allow him to build a single-family home for his family on a two-acre parcel. The current owners might also build another house on their property in the future. These plans mark a significant departure from the previously expired development agreement, which had envisioned a more extensive residential project.

The commission unanimously agreed to recommend the rezoning to the board of county commissioners, which will make the final determination at their next meeting.
