The proposed changes were unanimously approved, with members expressing confidence that the amendments aligned with the neighborhood’s character and would enhance stormwater management.
Attention then shifted to a continued extension request for an order of resource area delineation at 540R Main Street, where a proposed solar farm was under consideration. Although the applicant had not requested a continuance, the peer review process was still ongoing. Discussions on this topic were scheduled to continue in the next meeting.
The commission also addressed a development project involving the transformation of a site with existing structures into duplexes. Plans included eliminating the current house and buildings, paving a gravel road, and extending it into a cul-de-sac. The project, located on farmland with a 200-foot riverfront boundary, proposed three duplexes within the buffer zone and three outside it. Stormwater management plans featured catch basins and a drainage system leading to a recessed drain pond, utilizing favorable soil conditions.
Concerns regarding the municipal sewer system were discussed, with plans to connect to an existing manhole and use watertight pipes to prevent encroachment on wetlands. The project’s compliance with stormwater and conservation standards was confirmed through peer reviews, though the categorization of duplexes as commercial or residential properties remained ambiguous, affecting associated fees. Members were reassured that utilities would be located outside of wetland areas, preserving the existing tree line and ensuring no environmental impact.
The commission also reviewed a Request for Determination of Applicability (RDA) for America Elias’s property on Pebb Hill Road. The proposal involved upgrading an outdated septic system to comply with Title V regulations, with work occurring outside the buffer zone to minimize environmental disruption. A motion for a negative determination regarding the septic installation was approved unanimously.
Agent updates were provided for properties on Main Street and Main Street. The conservation agent had sent letters to property owners regarding compliance and flooding concerns, with ongoing site visits and communication to ensure progress. Discussions also surfaced about the need for equipment for the conservation agent and scheduling site visits around long weekends.
