Chatham Select Board Celebrates Shireen Davis’s Service and Deliberates on Community Initiatives
- Meeting Overview:
In a recent Chatham Select Board meeting, the retirement of long-serving board member Shireen Davis was honored with proclamations and tributes, while discussions unfolded around mental health initiatives and community programs. The board also addressed water conservation measures amid ongoing drought conditions and approved a pilot program for dogs on Harding Beach’s marsh trail.
The meeting commenced with a tribute to Shireen Davis, who retired after 15 years of service. The chair acknowledged her dedication, and State Representative Hadley Luddy, alongside County Commissioner Ron Bergstrom, presented Davis with citations recognizing her contributions, particularly to the fishing community and affordable housing initiatives. The town manager and board members praised her leadership and influence, especially during the COVID-19 pandemic. Davis expressed her gratitude, emphasizing her commitment to continue supporting the community in new ways.
The board then turned its attention to mental health challenges facing local students. Anna Milin, a representative from the Cape Leadership Institute, presented the Hope Squad program. She highlighted statistics from the CDC, revealing that 40% of high school students report feelings of sadness or hopelessness, with one in five seriously considering suicide. The program, active in several schools across Cape and Islands, aims to reduce stigma and support students facing emotional distress. Anna requested the board’s support through a letter and modest funding to further the program’s mission. The board expressed willingness to consider the request.
Water conservation and irrigation restrictions were also a focus. Current restrictions, effective since May 1, 2025, allow irrigation on assigned days but lack enforcement mechanisms for violators. The board discussed encouraging the Water and Sewer Advisory Committee to develop regulations to impose fines, noting ongoing efforts to repair leaks and monitor water usage. With Cape Cod recently downgraded from a level two to a level one drought, the board opted to maintain current restrictions due to concerns about groundwater levels and public education needs.
The board approved a pilot program allowing dogs on leashes on the marsh trail at Harding Beach. This initiative aims to balance public demand with ecological responsibilities, particularly protecting local wildlife such as the piping plover. While some public members questioned the necessity of the pilot, the board emphasized compliance with state and federal protections. The program’s success will be evaluated based on incidents of non-compliance, and if successful, could become a permanent arrangement.
In other discussions, the board considered adjustments to the senior tax work-off program. The proposal seeks to align volunteer credit rates with the state’s minimum wage of $15 per hour, reducing required volunteer hours for tax abatements. The board discussed the financial implications and expressed interest in further reviewing the program to ensure competitiveness with neighboring towns. A vote to approve the change and file for future increases was planned for the upcoming town meeting.
