Howell Planning Board Approves Minor Lot Line Adjustment Amid Discussions on Septic Systems and Variance Requests

Graham McFarlane, a professional engineer and planner, provided key testimony on the subdivision’s technical aspects, particularly regarding the septic systems. He confirmed that both lots currently use septic systems and plans for a new septic system on proposed lot 19.01. McFarlane assured the board that all regulatory requirements were met, including those pertaining to setbacks for the systems. The proposed new dwelling would include a dry well system to manage stormwater runoff.
The discussion also touched upon the need for variance requests due to the lots being undersized for the zoning district. McFarlane explained the necessity for a C1 hardship variance related to the existing home’s condition and a C2 flexible variance for lot width. Despite these requests, the board concluded that the changes would not exacerbate any non-conformities and were consistent with zoning intentions.
Additionally, attention was given to a greenhouse on lot 18, which the property owner, Albert Hurley, described as a temporary structure that had been in place for 25 years. Hurley expressed surprise at the board’s queries about its removal, asserting that it complied with existing setback requirements. The board sought confirmation that neither the greenhouse nor the garage on the property would be converted into living spaces, with Hurley affirming they would remain as they are.
After thorough deliberation, the board approved the application unanimously, noting its straightforward nature and the absence of public opposition.
Beyond this key application, the board addressed several other agenda items, including the approval of resolutions for various cases. One notable resolution involved Tulsi Restaurant LLC, which received preliminary and final major site plan approval with ancillary grants and design waiver relief. The board also granted a submission waiver to Par Golf LLC for an amended site plan, after reviewing the scope of the project and ensuring compliance with zoning laws.
The meeting also involved discussions on correspondence, such as an email from an attorney representing SD 3024 1120 Farmingdale Road LLC, requesting a postponement of their application to the next meeting. This was acknowledged without any further debate.
The members remained focused on maintaining the township’s development standards while accommodating reasonable requests from applicants.
The meeting concluded with the board setting the schedule for upcoming sessions, including a reconvening on Monday at 6:00 p.m. and additional meetings planned for May 8th. These future sessions will continue to address planning and zoning matters, such as the ongoing master plan update, which has been submitted to the county.
