Newbury Planning Board Reviews Central Street Subdivision and Stowaway Storage Sale

She also highlighted traffic concerns related to the potential conversion of Church Street into a dead end. Another resident, Mike Fabiano of Church Street, inquired about the proposed structure’s distance from the lot line, questioning if the new design would increase this distance.
Kristen Mercedi informed the board that an extension for the time for action on the 15 Central Street project had been granted, extending the deadline by 60 days to June 20th. The board expressed gratitude for this extension, noting ongoing communication with the select board regarding a submission from residents about closing Church Street at its Central Street end. However, no date for discussing this submission was scheduled due to a recent town meeting.
The Planning Board also addressed the request for a special permit transfer for Stowaway Storage on Newbury Port Turnpike. Michael Rosen, representing the current business owner, explained the intention to sell the self-storage facility. According to a condition from a previous special permit, the Planning Board’s consent is required for any business transfer. Rosen clarified that the buyer, MP131 Newbury Port Turnpike LLC, would purchase the business in an arm’s-length transaction, without external mortgage financing. Ryan Murray, representing the buyer, confirmed their extensive experience in real estate investment, and the board raised no further concerns regarding the permit transfer. The board voted unanimously to approve the transfer, with Kristen Mercedi noting that town council had ensured all special permit conditions would apply to the new owner.
Another topic was the request for an extension of a special permit for a landfill solar project on Boston Road. Eric McClean, representing the applicant, sought an extension due to regulatory changes and market conditions affecting solar project financing. The board approved a two-year extension, allowing the project to proceed under the Smart Three program, necessary for its viability.
The meeting also included an update on the Cypress Hollow subdivision, where the board unanimously approved a partial release of security funds, leaving a remaining balance sufficient for project needs. Additionally, the board received updates on various projects, including 170 Orchard’s proposed switch from the Biffield water district to private wells, and construction progress at Lawrence Bushy’s subdivision and the Sunset Club project.
