Somerville Borough Council Advances Affordable Housing and Ordinance Updates Amid Community Engagement
- Meeting Overview:
The Somerville Borough Council meeting on May 18, 2026, prominently featured discussions and actions on affordable housing initiatives, ordinance updates, and community events.
The council placed emphasis on the ongoing affordable housing initiatives. A historical overview was provided, detailing the borough’s planning efforts to comply with affordable housing obligations. Around ten to twelve years ago, Somerville implemented a comprehensive housing plan to ensure compliance with state mandates. Although market rates had previously sufficed to meet affordable housing needs, the borough later pursued a detailed housing strategy to address increasing development pressures. The Fair Share Housing group assessed Somerville’s housing obligations in 2016 or 2017.
However, concerns arose when an affordable housing component in a 2017 project was removed. This prompted the council to mandate that new housing developments must include an affordable component, designating 15% to 20% of units as affordable, depending on whether they are for sale or rent. Smaller multifamily homes with fewer than five units are also required to contribute to the borough’s affordable housing trust fund if they do not include affordable units. This fund supports community needs, including assistance for veterans and seniors. The council emphasized the need to prevent any stigma associated with affordable housing.
In addressing ordinance updates, the council introduced several key amendments. Ordinance F 2802 seeks to update Chapter 119 of the borough code concerning parks and playgrounds, refreshing outdated language. Ordinance 2803 involves the acceptance of a land parcel from Somerset Station Urban Renewal LLC, intended for wetlands restoration. Ordinance 2804 pertains to the acceptance of public roadways and associated improvements as part of the Somerville Station redevelopment project. The council continues to develop a parking and safety plan for the area.
During the public hearing for Ordinance 2796, which creates an affordable housing overlay, residents voiced concerns. Tim Cullen from West Summit Street questioned the provisions to prevent similar situations from recurring, specifically regarding R1 property development. Eileen Foley from Prospect Street sought clarity on the ordinance’s density provisions, raising concerns about neighborhood dynamics. In response, it was clarified that development would be limited to upland areas, effectively reducing acreage for density calculations.
The council also addressed Ordinance 2801, which amends fencing regulations on corner properties, allowing for a combination of materials. This amendment aims to address past restrictions disadvantageous to corner lot owners.
Community engagement was a consistent theme throughout the meeting. The Mayor commended the Somerville Rescue Squad for their volunteer service during Emergency Medical Services Week. National Police Week was also recognized, honoring the professionalism and dedication of the Somerville Police Department. Proclamations extended to National Public Works Week and Mental Health Awareness Month, with an emphasis on fostering environments that support emotional wellness.
Additionally, the council discussed several resolutions, including authorizations for community events and personnel hiring for the upcoming pool season. A motion to award a contract for professional services related to improvements at Shambre Park was approved. Financial matters were addressed with a motion for bills and vouchers totaling over ten million dollars.
