Lunenburg Considers New Substation Amid Wetland Concerns and Custodial Challenges

The discussions revealed diverse opinions within the commission regarding the feasibility of replicating wetlands in upland areas. Questions about the replication site’s elevation and connectivity to existing wetlands sparked debate, yet there was a consensus on the importance of addressing stormwater runoff effectively. Concerns were also raised about the tree species proposed for the replication site, with suggestions to reconsider certain species due to pest-related vulnerabilities.
Alongside this, the commission dealt with the ongoing challenge of managing a town property in disrepair. The property requires significant maintenance, and the commission is exploring options for a new custodial agreement. Members discussed possible repairs, including addressing water damage and replacing kitchen cabinets, rugs, and floorboards. Financial constraints were noted, with a fund balance of $26,684 and previous custodial income ceasing in November.
The urgency of resolving these issues was underscored by concerns about unauthorized building entries and high utility bills. The commission recognized the need for legal guidance, with plans to consult the town attorney to clarify custodial responsibilities and explore a new agreement. There was a collective sense of urgency, with winter approaching and the need to secure the property against further damage.
In addition to these main topics, the commission also touched on other routine matters. This included the continuation of several public hearings and discussions on various notices of intent and requests for determinations of applicability. Among these was a proposal for a common driveway on New Towns Road and a single-family home construction on Flatill Road, both of which were approved after thorough discussion.
The commission also reviewed a request for determination of applicability for a retaining wall reconstruction on Crocker Avenue, which was determined not to impact the environment. A negative determination was granted, allowing the project to proceed with necessary erosion control measures.
