Pasco County Addresses Vision Zero and MPO Merger in Key Planning Meeting

In alignment with the Vision Zero initiative, the MPO’s safety action plan was nearing completion after extensive collaboration with Fair and Piers. Katherine Tles, a principal transportation planner, detailed the plan’s strategies, which include both engineering and non-engineering approaches to reduce roadway fatalities and serious injuries. The plan identifies high injury networks and proposes low-cost improvements such as installing all-way stop signs at high-violation intersections. Commissioner Mariano raised concerns about the longstanding Cody River underpass project, advocating for its inclusion in the safety plan due to its potential to improve pedestrian safety.
Another major topic of discussion was the potential merger of the Tampa Bay Regional MPOs. Miss Gorman provided a comprehensive presentation on the legislative background and proposed structure, highlighting the benefits of forming a single entity to improve regional coordination and decision-making. The merger aims to enhance public engagement and increase discretionary funding opportunities. A draft apportionment plan suggested five voting seats for Pasco County, with provisions for alternate representatives to maintain quorum and ensure equitable representation. The board approved the voting structure unanimously, following similar approvals by Hillsborough and Pinellas counties.
The meeting also saw the approval of the draft Transportation Improvement Program (TIP), which outlines a substantial investment of over $52 million in Pasco County’s transportation system over the next five fiscal years. The TIP includes various projects, such as a multi-use path on Pine Ranch, strategically aligning with ongoing developments. An amendment to the TIP added $712,014 for transit maintenance, funded by the Federal Transit Administration and the Florida Department of Transportation, which also received unanimous approval.
Further discussions addressed the transportation resiliency improvement plan, focusing on enhancing the county’s resilience against natural and human-induced hazards. Chris Zupa from Vulkar Incorporated updated the board on the plan, which aims to identify and prioritize projects over the next two decades. The plan’s development involved a detailed review of vulnerabilities and stakeholder feedback, leading to innovative project ideas such as cool corridors and dynamic messaging boards to manage congestion and improve communication during incidents.
Public comments during the meeting highlighted concerns about flooding and drainage issues, particularly along US 19. Speakers urged for coordinated efforts to address these challenges, emphasizing the need for proactive measures to prevent future water-related disruptions.
The active transportation plan update was also presented, with a focus on creating a safe, connected network for pedestrians and cyclists. Katherine Tles outlined the plan’s development, emphasizing public and stakeholder engagement to ensure comprehensive input. The plan aims to prioritize areas needing improvement based on a level of traffic stress framework, categorizing facilities by comfort and safety. Concerns about public engagement were raised, and efforts to involve citizens through various outreach methods were discussed.
