He argued that the proposed subdivision would exacerbate these issues, potentially leading to further flooding on his property. Helen implored the board to consider how the development might affect existing stormwater management, stating, “Everything that he does will affect the groundwater runoff.”
Sheila, another resident, echoed similar concerns about water runoff, recounting her experience with backyard flooding. She described water from neighboring properties accumulating in her yard, often reaching depths of five to six feet. Sheila expressed skepticism about the assurances given by the board and town officials that new regulations would mitigate these issues. She doubted the effectiveness of the proposed solutions, saying, “I don’t have the warm fuzzy that everything you guys are telling me is really going to happen.”
In response to these concerns, an engineer explained that future development on the subdivided property would require a grading plan to manage water runoff effectively. The plan would ensure that water flow does not exceed the current levels contributing to existing flooding issues. The engineer emphasized that the property owner would be obligated under new regulations to maintain runoff levels. However, Sheila questioned the timing of these laws.
The board also discussed the township’s responsibilities in managing stormwater on public roads, noting that Grand Avenue, the site of the proposed subdivision, falls under the Department of Public Works’ jurisdiction. The potential for constructing swales or other infrastructure to manage road runoff and improve safety during winter was mentioned. Despite these discussions, residents remained concerned about the direct impact on their properties.
As the meeting progressed, the board deliberated on the specifics of the subdivision application and the necessary variances. A member raised concerns about an agricultural structure on one of the lots and its compliance with zoning laws.
