The architectural plans, presented by Joseph Donado, outlined a two-and-a-half-story farm-style structure to be split into a one-bedroom unit on the first floor and a two-bedroom unit on the second floor, which includes attic space. The design aims to preserve the building’s traditional appearance while updating it to meet modern standards. However, board members raised concerns about the practicality of the parking arrangements, given the limited space and potential for increased vehicle use with the new configuration.
Board members expressed skepticism about the feasibility of accommodating the expected number of vehicles with the proposed parking layout. The plan includes four parking spaces—two in a new garage and two on a gravel driveway. However, the single-lane driveway’s capacity to handle multiple vehicles was questioned. The architect acknowledged these concerns.
The application also faced scrutiny from a planning perspective. A licensed professional planner testified in support of the variance, arguing that the proposed development aligns with the master plan’s goals by promoting the conservation of resources and preventing urban sprawl. The planner highlighted the adaptive reuse of an existing structure as a means to reinvest in Red Bank’s aging housing stock. However, a board member countered this argument, emphasizing the master plan’s objective to preserve the single-family residential character of the area.
The debate extended to the potential for spot zoning and whether granting the variance would undermine the integrity of the zoning laws. The board member noted that the council had not amended zoning laws to accommodate such changes, stressing the importance of respecting the master plan’s intent. Despite the planner’s defense, this concern remained a critical point of contention throughout the meeting.
Additionally, the condition of the property—previously neglected and inhabited by homeless individuals—was a focal point of discussion. A speaker highlighted the community’s desire to preserve the historical integrity of the 1920s house while addressing its current state of disrepair. The board acknowledged the need for significant work to restore the property to a livable condition, regardless of its single or two-family status.
As the meeting progressed, the board agreed that revised plans were necessary to address parking concerns and ensure compliance with zoning regulations. The applicant was encouraged to submit updated plans, including detailed drawings of the parking layout and turning radius, to facilitate further review.
The application is set to be revisited at the upcoming June 4 meeting, with the understanding that the revised plans must address the board’s concerns.
