Southampton Select Board Approves Pivotal Affordable Housing Project with Habitat for Humanity

Following an RFP process, the land was conveyed to Habitat for Humanity, which must begin construction within six months and complete it within 24 months. The selection of residents will likely involve a lottery system for applicants meeting the income eligibility criteria. The board emphasized the importance of this initiative in addressing the need for affordable housing in the community.
The meeting also covered the upcoming special town meeting on June 20th, where key financial and legislative matters will be discussed. Among them is a proposed wetlands bylaw amendment, which aims to provide clarity on delineating wetlands during winter months. This amendment, previously withdrawn from the annual town meeting agenda, is currently under review by the conservation commission. Additionally, the board is considering a borrowing authorization of $300,000 to support the capital committee’s equipment purchases, such as an ambulance and a dump truck, given the long lead times associated with these items.
Another noteworthy topic was the introduction of the G47 public transportation route by the Pioneer Valley Transit Authority (PVTA), funded by a two-year grant from Mass DOT. This new route connects the Academy of Music in Northampton to Southwick Town Hall, with stops in Southampton, including at popular locations like Big Y and along College Highway. The board expressed enthusiasm for this development, highlighting the potential benefits of increased public transit options for residents. Safety concerns were raised about a proposed stop at Moosebrook Road, leading the PVTA to agree to relocate it to a safer location near the bridge, with additional stops planned along College Highway.
The meeting also addressed the financial aspects of the town’s operations, including an invoice for $200,000 owed to Hampshire Regional, which is part of a larger payment plan. The board intends to fund this from operational stabilization and replenish it with free cash. End-of-year transfers were discussed, particularly for the snow removal account, with plans for a special meeting with the Finance Committee to finalize fund reallocations before the deadline.
Appointing Andrea Lair as the new library director was another key decision. Lair, who was serving as interim director, received praise for her qualifications and achievements, including securing $30,000 in grant funding for the library. Her appointment was approved unanimously.
Routine matters such as appointments to various commissions, surplus equipment declarations, and the approval of permits and licenses were also addressed. Notably, the board approved two one-day beer and wine permits for events at Conant Park.
The board concluded with updates on several projects, including the Greenway and Safe Routes to School initiatives, promising developments soon. As the meeting adjourned, members were reminded to sign necessary documents, with a special meeting scheduled for June 1st to close the warrant for the special town meeting.
