Loxahatchee Groves Discusses School Crossing Guards and Key Infrastructure Projects
- Meeting Overview:
During the recent Loxahatchee Groves Town Council meeting, discussions took place concerning the provision of school crossing guards, the acceptance of a $75,000 grant for a corridor study, and the handling of vegetation removal for new developments. The council deliberated on these issues, which could impact public safety, economic planning, and community aesthetics.
The most pressing topic was the ongoing debate about school crossing guards, which came to the forefront after the local sheriff’s department announced it would no longer supply guards for Loxahatchee Groves Elementary School. The council addressed the potential annual cost of hiring guards, estimated between $70,000 and $80,000 for four positions. The urgency of resolving this issue was underscored by the impending school year and public safety concerns. One member emphasized the importance of keeping the topic on the agenda, despite incomplete information, as postponing could negatively affect the community. The council considered utilizing funds from Redspeed, a program related to speed cameras, to cover costs if necessary. However, legal concerns about the ordinance and potential lawsuits were noted, adding complexity to the decision-making process.
In addition to school safety, the council discussed a $75,000 planning and technical assistance grant awarded by the Florida Department of Commerce. This grant, intended for a Southern Boulevard corridor study, aims to document existing land use, infrastructure, public safety, and economic conditions. The study, conducted by the Treasure Coast Regional Planning Council, will explore options for reinvestment and circulation. Although no immediate vote was planned, the council anticipated a decision after reviewing the final report in a future meeting.
The council also examined vegetation removal associated with new development projects, specifically the Panda Express and a residential project on Williams Drive. The Panda Express development required the removal of two native specimen trees, sparking debate about whether the vegetation removal permit should be considered before the site plan submission. Ultimately, the council agreed that the permit should coincide with the site plan review to ensure informed decision-making. Similarly, the removal of four cypress trees for stormwater management on Williams Drive was discussed. The trees, not located within a wetlands area, did not face significant opposition following the town consultant’s analysis.
Another notable topic was the resolution regarding the renaming of Okachobee Boulevard. The council needed to address confusion over whether a decision had been made to rename it to Middle Road. The rationale for the name change originally stemmed from community feedback and opposition to county plans to widen the boulevard. The council ultimately moved the item to the consent agenda, with directions for staff to provide clarity from previous meeting notes.
The meeting further touched on the town’s 20th anniversary celebration, with plans to host the event on November 8, 2026, at Loxahatchee Groves Park. Although some members opposed the $10,000 expenditure from the general fund for this event, the item remained on the consent agenda due to a lack of consensus to move it for further discussion. The council considered forming a volunteer committee to increase community involvement in planning the celebration.
Finally, the council addressed the replacement of carpets in the town hall, receiving quotes ranging from approximately $26,550 to $27,900 for the use of carpet tiles. While one member expressed hesitation about proceeding with this unbudgeted expense, the potential for community contributions was discussed, acknowledging that such donations would not be tax-deductible.
