Townsend Conservation Commission Plans Strategic Land Stewardship Amid Funding Challenges

Discussions highlighted the challenge of determining specific requirements for the grant, such as whether to reference bullet points or the full text of the land stewardship plan. This prompted members to seek further guidance on these specifications. A motion to proceed with applying for the grant was ultimately supported unanimously.
The meeting further delved into the conservation restriction document, with members addressing proposed edits from North County. A consensus was reached on simplifying the approval process by requiring only the division’s approval, with the commission merely being notified of any work. Additionally, the removal of “woods roads” from the document was agreed upon due to their nonexistence in the area, and clarity was sought for trail regulations to prevent arbitrary changes. The commission plans to submit the revised document to the town council promptly, driven by the urgency to finalize funding for the current fiscal year.
In terms of fundraising, a quilt raffle was proposed as a novel initiative. The raffle, potentially in partnership with North County Land Trust, would require a $10 permit, which a member volunteered to cover. Excitement was apparent regarding the quilt, described as both “gorgeous” and “humongous,” with a patriotic red, white, and blue design. However, concerns about the town’s legal ability to host the raffle were raised, prompting a motion for a member to coordinate with North County Land Trust, which passed unanimously.
Funding discussions extended to potential grants from the Community Foundation of North Central Massachusetts and an environmental protection and animal welfare grant. Members agreed to await the results of the wild and scenic land grant before pursuing these additional opportunities.
Another topic was the coordination with the water department regarding a conservation restriction document. With a well name and designation yet to be finalized, members suggested labeling the site as “TBD” or “a site reserved for a future town water supply,” which was generally agreed upon.
Lastly, the commission addressed organizational matters, including the reorganization of leadership roles due to the introduction of a new member. Selena Thomas transitioned to the role of chair, with Valerie Goodrich and Emily Fine assuming the vice chair and clerk positions, respectively. This reorganization was unanimously approved by the members.
