Opa-Locka City Commission Approves Concrete Batching Plant, Paves Way for New Developments

Concerns were raised about the property’s proximity to a recent fire, but it was confirmed that the site remained unaffected. The project is expected to undergo a six to eight-month permitting process, followed by up to a year of construction, which will involve extensive earthwork and compliance with both state and local regulations.
The commission also addressed legislation concerning accessory dwelling units, amending local land development regulations to permit one auxiliary dwelling per residential lot. The ordinance introduces a framework for monitoring and regulating ADUs. The new regulations differentiate ADUs from guest houses, clarifying that ADUs can be rented to unrelated individuals, while guest houses are typically for family use. The ordinance also prohibits the use of sheds as habitable spaces.
The ADU ordinance aims to preserve the quality of life in Opa-Locka by preventing the transformation of single-family homes into multi-unit complexes. Key provisions include additional parking requirements for ADUs and the possibility of separate utility meters. The ordinance was modeled after similar legislation passed in Miami-Dade County three years ago, but Opa-Locka had delayed its implementation until now.
Another notable agenda item involved a zoning and land use change for All Parts International, an auto parts salvage business on Northwest 135th Street. The business, operating since 1992, faced compliance issues after a 2015 city zoning map revision inadvertently reclassified the area, rendering the business non-compliant. The commission approved a land use amendment from commercial to industrial, correcting the zoning map to align with the business’s long-standing operations. Conditions for approval included additional screening measures and lowering the height of stacked cars along the street.
The zoning change for All Parts International underscores the commission’s intent to rectify past zoning errors. The decision supports the city’s comprehensive plan objectives, which focus on protecting and improving industrial districts.
