Princeton Planning Board Debates Conditions for Site Development on Thanet Circle

Modifications were suggested to ensure increased fenestration where appropriate, particularly for the end units of certain buildings. Additionally, a condition was established to eliminate a gable roof in favor of a flat roof on one building, with a consensus to convert an adjacent two-bedroom unit into a three-bedroom unit.
The equitable access to community amenities for all residents, including those in affordable units, was another focal point. The board confirmed that all occupants must have equal access to amenities, irrespective of unit type. This discussion included clarifications regarding Homeowners Association (HOA) fees, which are paid by residents at a reduced rate based on square footage and ownership costs. It was ultimately agreed that fees would cover maintenance costs rather than access to amenities.
In terms of environmental considerations, the board discussed the implementation of noise monitoring to ensure compliance with state regulations during construction. Members expressed support for independent noise monitoring to alleviate concerns for both the applicant and the municipality. Dust control measures were also debated, with suggestions to employ methods such as watering to mitigate dust during construction.
The landscaping and ecological management of the site were addressed in detail. The board emphasized the importance of sustainable practices, advocating for native plants and minimizing chemical fertilizers. A landscape management plan was proposed, integrating best practices for ecological management, particularly for areas adjacent to conservation easements and open water. The plan would be reviewed by a subcommittee, incorporating input from organizations like Sustainable Princeton and the Watershed Institute, which provide training for landscapers on green infrastructure.
Further discussions highlighted the necessity for the roofs to be solar-ready by installing conduits and ensuring compliance with dark sky regulations for exterior lighting. The board also considered the potential need to increase buffer zones for wetlands adjacent to the site.
