Franklin Zoning Board Approves Church Plans Amid Concerns Over Parking and Vegetation Buffer

A detailed carpooling plan was presented, outlining that only nine vehicles would need to be parked per service. This plan involved carpool leaders coordinating transport for groups, a practical solution given many members lived nearby. Documentation was provided to the board, including a complete member list to clarify the congregation’s size and resolve ambiguities from previous meetings.
The church also addressed board concerns about the property’s vegetation buffer. A revised plan proposed planting evergreen trees to create a visual barrier. Despite these efforts, some board members noted the existing vegetation’s inadequacy from ground level, sparking further discussion on the effectiveness of the proposed buffer improvements.
The board’s approval of the church’s application was contingent upon these operational adjustments and the vegetation buffer enhancement.
In another significant agenda item, the board considered PSEG’s proposal for the Bennett Lane substation upgrades. The substation, crucial for providing electricity to about 17,500 customers, faced challenges due to aging equipment. The proposed modernization efforts include replacing outdated infrastructure, adding a new feeder line, and enhancing the grid’s capacity to ensure reliable service during peak demand periods.
Key elements of PSEG’s plan include the installation of new electrical equipment, a 230 to 69 KV transformer, and a pre-cast concrete isolation wall for security. A new monopole will replace an existing lattice tower, improving safety and functionality. The project also involves a bio-retention basin for stormwater management and a non-transparent 10-foot security fence to secure the site.
PSEG emphasized the community’s involvement, invoking the “rule of necessity” to allow participation from board members who are also customers. The presented upgrades aim to address both efficiency and security concerns, with a focus on enhancing the substation’s reliability and safety.
The meeting also touched on the conversion of the second floor of a commercial building on Hawthorne Drive into a studio apartment. The applicant, Art Hinrich, sought a variance due to previous zoning conditions limiting the space to storage. Hinrich assured the board that the change would not impact vehicular traffic, and sufficient parking would be available. After discussing construction plans and inspections to meet code requirements, the board unanimously approved the variance.
