Revere City Council Discusses Cybersecurity, Budget Challenges, and School Nurse Certification

Additionally, a third-party internet security provider, Thrive, plays a role in safeguarding the city’s financial software from potential cybersecurity threats, including hacking and phishing attempts. Thrive not only maintains the integrity of the systems but also provides insurance related to cybersecurity.
Another topic was the budgetary adjustments made necessary by the city’s substantial capital projects. The fiscal year 2027 will see a $3.1 million debt service payment related to the construction of a new high school. The council discussed the city’s borrowing capacity, with assurances that there is sufficient capacity to bond and that they are not at risk of reaching their debt ceiling. Anticipated large borrowings in July will help manage this debt service payment, with an estimated $100 million needed to cover expenses for the fiscal year.
The planning and community development department’s budget was postponed for discussion, but it did not overshadow the conversation around capital projects, including street and sidewalk repairs. A placeholder for borrowing $3 million was included in the capital plan, addressing future funding needs. Chapter 90 funds, which the city typically receives annually, were also discussed, with an increase to approximately $1.15 million for the upcoming fiscal year due to a supplemental budget. Specific projects, such as the McKinley school and McMack and Little League projects, were mentioned, with clarifications provided that the bond debt includes repurposed funds for these initiatives.
The meeting also addressed crucial public health initiatives, particularly focusing on the certification of school nurses. The city is working towards ensuring that future school nurses are DESI certified.
In addition to these discussions, the city’s budget for fiscal year 2027 was presented by the city auditor and CFO, highlighting changes and the division of responsibilities within the audit and finance departments. A new budget analyst position was introduced, filled by an individual with prior experience in the Department of Revenue’s internship program. The council emphasized the need for careful financial management and oversight, particularly given the city’s expanding budget and associated risks.
The council also explored the status of the community impact fee for short-term rentals and the requirements for annual audits due to federal funding exceeding a million dollars. These audits are mandated by law, with costs included in the budget.
Other topics of interest included the rodent control program, which remains a free service funded through the budget and a revolving fund. The Consumer Affairs and 301 office budget was reviewed, with a notable staffing change to better meet departmental demands. Furthermore, the elections department requested budget increases to accommodate new mandates for early voting and rising costs related to census confirmation cards.
