Indian River Commission Approves Racket Club Development Amid Noise Concerns
- Meeting Overview:
The Indian River County Planning and Zoning Commission convened to deliberate on a special exception request for Westside Racket Club LLC, which sought approval to construct and operate a racket club facility, with specific attention to the inclusion of paddle and pickleball courts. The commission approved the initial phase of the project, which involves restoring existing tennis courts and adding new paddle courts, while imposing conditions aimed at mitigating noise and light disturbances to nearby residential areas.
A significant portion of the meeting focused on the potential noise impact of the proposed pickleball courts, which are planned for future phases of the Westside Racket Club’s development. The courts’ proximity to residential homes raised concerns among commissioners and residents, igniting a discussion on how to balance community tranquility with the facility’s operational needs. Pickleball, known for its distinctive paddle-to-ball noise, was highlighted as a concern due to the potential disruption it could cause to neighboring properties.
One proposal was to consult with an acoustical engineer to explore sound mitigation strategies. The applicant, represented by Ryan McClean of MBV Engineering, expressed openness to implementing sound-deadening technologies but showed a preference for retaining the proposed court locations. Despite initial resistance to relocating the courts, the applicant acknowledged the importance of meeting county noise ordinances and agreed to explore noise reduction methods.
The commission considered incorporating noise mitigation into the special exception approval as a formal condition, which would empower staff to ensure compliance throughout the development process. A recommendation was made to utilize emerging technologies, such as acoustic paddles and panels, to reduce the noise footprint of the pickleball courts.
In addition to noise, the commission discussed the development’s lighting plan. The applicant clarified that lighting for the courts would be individually controlled to minimize light spillage during non-operational hours, with night play anticipated to conclude by 10 p.m. This measure aims to prevent unnecessary light intrusion into adjacent residential properties.
Traffic flow and safety were also considered, as the facility’s increased activity could affect local roads. A resident highlighted issues with traffic congestion and damage to their driveway due to vehicles turning around in their neighborhood. While the roads are slated for upgrades, the timeline for these improvements remains uncertain.
The meeting further addressed the development’s stormwater management system. Questions arose about the characteristics of the stormwater retention pond, which will be dry and located on the southern perimeter of the property. The pond’s design intends to manage runoff effectively, directing flow to the 43rd AB lateral canal to mitigate flooding risks.
Community input played a critical role in shaping the commission’s discussions. Residents voiced concerns about both noise and headlights from vehicles entering the facility, advocating for a privacy fence along the property’s borders to address these issues. The proposed fencing would serve as a barrier to noise and light, providing additional privacy and comfort for nearby homes.
