Martin County Property Owners Face Hefty Fines and Compliance Deadlines in Code Violation Cases

Despite a notice of violation issued on April 15, the property remained non-compliant as of the follow-up inspection on April 30. The magistrate ordered JLS Properties and Construction LLC to rectify the violations by July 31, 2026, with a fine of $100 per day to be imposed for any delay beyond this date. Additionally, the respondents were assessed costs of $575, which were to be paid to the county. The potential for a lien on the property and other assets owned by the respondent was highlighted, emphasizing the serious financial implications of non-compliance.
During the hearing, Christina Michia, representing JLS Properties, expressed difficulty in understanding the violations due to a lack of clarity on what constituted debris. She noted that the absence of Jose Luis Sanchez had further delayed their response. The magistrate clarified that without an active building permit, any materials left on the property would be classified as debris. She advised Michia to focus on the removal of all identified debris, including trash, a leaning fence, and wood materials, ahead of the compliance deadline. Michia sought guidance on covering an outdoor laundry area with wood, to which the magistrate suggested consulting with Shanahan post-hearing for clarification.
Another case involved a property on Southeast Bruce Terrace in Hobe Sound, also presented by Shanahan. The property, owned by Glenn Peter Cottis and Robert M. Hoffman Jr., was found with inoperable vehicles, trash debris, a damaged fence, and high weeds during a March 31, 2026 inspection. Despite being issued a notice of violation on April 10, the property remained non-compliant as of April 27. Shanahan reported ongoing communication with Cottis, who was attempting to remedy the situation, but by June 16, several violations persisted. A compliance deadline of July 31, 2026, was set, with fines of $100 per day for continued violations and an added investigation cost of $575. Similar to the previous case, the ruling included provisions for liens and potential foreclosure if fines remain unpaid.
The meeting also addressed a fine reduction request for a property on Southeast Bonita Street in Stuart, overseen by Nuisance Abatement Coordinator Rachel Spradley. The property had accrued a significant fine of $347,200 due to ongoing violations related to trash, prohibited occupancy, and permit requirements. The official received exhibits into evidence and reviewed the agreed order stipulations. The settlement required the respondents to pay $35,295, including administrative costs, thereby concluding the order without further discussion.
Property owners were urged to request re-inspection from the county’s building department code enforcement division to confirm compliance before deadlines.
