Leesburg City Commission Approves Pay Raise for Police Amid Housing and Development Discussions
- Meeting Overview:
In a meeting packed with notable decisions, the Leesburg City Commission approved an 8% salary increase for police officers, addressed public concerns about housing opportunities, and deliberated on development and grant issues.
The foremost item on the agenda was the ratification of the Collective Bargaining Agreement (CBA) with the Florida Police Benevolent Association, resulting in an 8% pay raise for police officers. This decision was made in light of the competitive nature of hiring in law enforcement, with the current starting salary soon to rise to approximately $70,000. The agreement, ratified by the union membership with unanimous support, reflects the city’s recognition of the rising cost of living and the need for competitive compensation to attract qualified officers. The agreement also includes a 5% raise for the following fiscal year, with discussions for the third year remaining open for future negotiations.
Public comment brought to light concerns about the availability of home ownership opportunities in Leesburg. Demani Nettles highlighted that despite significant investments in Community Redevelopment Agency (CRA) districts, only one family had transitioned from renting to home ownership over the past three years. Nettles urged the city to allocate between $150,000 and $200,000 annually to create incentives for home ownership. He also suggested conducting regular first-time home buyer seminars to support potential homeowners and stressed the importance of accountability in housing initiatives.
In addition, the meeting addressed the economic impact of the recent Bikefest event, reported by Travis, who presented impressive figures, including 118,000 total room nights and over $46 million in regional economic impact during the three-day festival. Despite expenditures of $444,000, the event generated $53,000 in revenue, culminating in a profit just under $59,000. Travis discussed options for allocating these funds.
The commission also reviewed a resolution involving facade, sign, and landscape grant awards, with a particular focus on an application from a business named Liquorland. Concerns were raised about the specificity of the signage proposed by the business, as it was tailored to Liquorland’s branding and would not serve future tenants if the business vacated. The commission agreed to amend the motion, approving other grant applications while pulling Liquorland’s for further review.
Development was another focal point, with the introduction of an ordinance to amend the boundaries of the County Road 33 Community Development District (CDD). The amendment aims to include additional subdivisions, thereby increasing the CDD’s size and consolidating development efforts for streamlined administration and enhanced purchasing power.
The commission further discussed a proposed ordinance for a historic structure density bonus, designed to incentivize the preservation and economic development of historic structures over 50 years old. This ordinance would allow for increased density in compatible development projects, potentially making them financially viable. The discussion included a specific structure built in 1887, once a school, highlighting its redevelopment potential.
Lastly, the meeting addressed community engagement initiatives, with a proposal to create a quarterly flyer recognizing CRA businesses to boost attendance at commission meetings. This flyer would also include contact information, details about facade and landscaping decisions, and announcements regarding future budget workshops and meetings. The commission expressed interest in enhancing communication with constituents to encourage their involvement in city matters.
