Monroe Planning Board Reviews Warehouse Project Amid Environmental and Traffic Concerns

The engineer emphasized that the project’s design takes into account these restrictions and aims to maintain compliance with environmental regulations.
Traffic considerations were a major focus, given the site’s frontage on a state highway. The traffic consultant presented findings from a comprehensive study. The consultant reassured the board that the proposed 38 parking spaces would be sufficient, despite an ordinance requirement for 113 spaces. A variance for reduced parking was justified by the projected peak demand of only 13 spaces. The board addressed concerns about tractor trailer parking, noting that the ordinance sets a maximum rather than a minimum number of spaces, with the proposal for 13 spaces being compliant.
The plan also includes ten loading docks, exceeding the minimum requirement and eliminating the need for a variance in that regard. The project team committed to consulting with the Department of Transportation (DOT) regarding the installation of a proposed sidewalk along the highway. Should the DOT oppose the sidewalk, alternative plans will be considered. The applicant highlighted the importance of engaging with the DOT and township to address concerns about traffic flow and safety, particularly at nearby intersections.
In terms of design, the proposed warehouse facility will feature a modern pre-cast building, designed to blend with existing industrial structures along the highway. The architect described a structure standing 44 feet high with insulated panels in gray tones. The design includes mechanical systems strategically positioned to minimize visibility, aligning with the project’s overall aesthetic and functional goals.
The planning board also discussed the proposal’s stormwater management plan, which includes innovative technologies that exceed current municipal requirements. The plan features multiple recharge systems to effectively manage runoff and comply with environmental standards. Despite these advancements, the site’s unique configuration and the presence of wetlands complicated the inclusion of earth berms, which are typically required for stormwater management. Instead, the preservation of natural buffers was presented as a viable alternative.
Another application discussed during the meeting involved property improvements by Bill Road SG LLC. This proposal aimed to enhance the marketability of an existing industrial building by adding loading doors and reorganizing the site layout. The application sought several variances due to existing nonconformities, with particular attention to improving vehicle circulation and increasing parking capacity. The site’s strategic location near the New Jersey Turnpike was highlighted as a key advantage for attracting future tenants.
The board considered the introduction of new overhead doors and the addition of a northern driveway to improve traffic flow and emergency access. The proposal also included updates to the stormwater management system, transitioning from a single detention basin to two smaller infiltration basins. Landscaping improvements were planned to align with local ordinances, including the addition of 47 new trees.
