Oviedo Faces Potential $15 Million Revenue Loss Due to Proposed Property Tax Amendment

City staff reiterated these concerns, noting the significant reduction in taxable values due to the proposed $150,000 homestead exemption for the 2027-2028 fiscal year, which could result in an $879 million decrease in taxable property values. They stressed the importance of managing reduced revenues while maintaining essential services such as public safety, education, and infrastructure.
The meeting also addressed legislative changes affecting millage rates. Under CSSB4F, the calculation of the maximum millage rate for the city has been altered. Now, only the rollback rate can be approved by a simple majority, while any increase up to 10% over this rate requires a two-thirds vote, and increases beyond 110% necessitate either a unanimous council vote or a referendum. This legislative shift introduces additional complexity to the city’s financial planning.
In light of these potential fiscal challenges, council members were urged to reassess revenue strategies and consider expenditure reductions. Proposals included adjusting the millage rates, implementing a fire fee, and reevaluating administrative fees for full cost recovery. The discussion also touched upon freezing vacant positions and potentially reducing workforce numbers to address budget constraints.
