Councilor Mack moved to authorize the council president to respond that no open meeting law violation had occurred, a motion that passed without opposition. A second complaint regarding the same meeting was also dismissed with a similar motion made by another councilor.
A primary focus of the meeting was the discussion regarding the allocation of funds for signage at the Greenwood Memorial Pool. Councilor Mack proposed transferring $4,416 from unused salary and wages to finance signage that would honor the pool’s historical legacy. However, the proposal met with mixed reactions. Some councilors were hesitant to rush the decision, advocating for temporary signage and suggesting the matter be referred back to the finance committee for further study. The councilors emphasized the need for careful planning, recognizing the pool’s historical significance and the potential budgetary constraints.
The council also addressed an intermunicipal agreement with the town of Hubbertson for animal control services, extending their partnership through fiscal year 2029. A minor error in the agreement’s date, previously identified and corrected by the finance committee, was noted, but did not hinder the motion’s passage. The council approved the measure without debate, emphasizing the continued collaboration between the municipalities.
A measure to designate a position within the transfer station as a special municipal employee was brought forward, allowing an inspector to hold dual roles without conflicts. This proposal, supported by the director of public health and the mayor, was viewed favorably due to the inspector’s experience and non-overlapping duties. The council adopted the measure unanimously.
Financial discussions continued with the proposal of a substantial transfer of funds from the mayor’s unclassified salary reserve to various general fund accounts. This transfer aimed to support a new compensation rubric established by the council the previous year. The finance committee had endorsed the transfer, and the motion passed with all councilors in favor.
An ordinance amendment was introduced to update the city’s compensation schedule by removing the golf administrative assistant position, which had not been part of the finance committee’s discussions. The amendment passed unanimously.
As the meeting drew to a close, councilors took the opportunity to make comments, including welcoming the new city clerk and encouraging community participation in the upcoming Food Truck Fest. A collective sentiment for improvement in departmental processes, especially within the clerk’s department, was expressed.
