Putnam County Planning Commission Denies Rezoning Proposal for Butler Drive Property

Trii emphasized the proposal’s low impact, noting, “we are requesting the rezoning of the parcel located on Butler Drive from R1A to C3 or whatever zoning is suitable to allow a low-intensity boat and RV storage facility serving local residents.” She also mentioned that the original plan included sales, which had since been dropped to focus solely on storage, and expressed willingness to make adjustments, such as limiting access to a single entrance on Butler Drive, to address community concerns.
However, this proposal met with significant resistance from local residents, who voiced their objections during the public hearing. Christy Roden, a resident on Butler Drive, highlighted concerns about increased noise and traffic, stating, “the removal of the trees has already created more noise and visuals to Highway 17.” She proposed that the applicant consider utilizing existing commercial spaces rather than developing new ones in sight of residential properties. James Katan, from 105 Sanjan Drive, echoed these concerns, warning of the potential for increased crime and poor maintenance associated with commercial properties. He presented a petition against the rezoning, stressing that the shift to a C3 zoning could open the door for various commercial establishments that would not align with the residential character of the neighborhood.
Matt Rodic, residing on Bell Drive, also opposed the proposal, underlining the potential disruption to the residential nature of the area, particularly given the absence of sidewalks and the existing residential use of the neighborhood for walking and recreation. He cautioned that approving the rezoning could set a precedent for further commercial encroachment, fundamentally altering the neighborhood’s character.
The commission members deliberated on the application, considering both the public’s feedback and the staff’s recommendation for denial. Concerns were raised about the compatibility of the proposed development with the comprehensive plan and existing area development. The staff had pointed out that the current residential zoning was inconsistent with the proposed commercial future land use category, recommending denial based on these grounds.
The commission ultimately decided to uphold the staff’s recommendation, emphasizing the need to maintain the residential character of the area and prevent potential adverse impacts on the neighborhood. The motion to deny the application was approved unanimously, with the commission’s chair acknowledging the applicant’s intentions but reiterating the regulatory constraints that did not support the proposed changes.

Although a decision was deferred until more information could be gathered, the commission agreed to consult their attorney about procedural guidelines for appointing officers, should such an action become necessary.
