Martin County Council Tackles Code Violations, Orders Compliance with Fines Looming

As of July 14, 2026, most violations had been resolved except for a damaged fence, which remained an issue. Washington’s nephew, George Harvey Dodson Jr., advocated on her behalf, explaining their intention to reinstall the fence, which was damaged during shed repairs. He highlighted their work schedules as a hindrance, saying, “We plan on reinstalling it, your honor. But we all work 10-hour days, so it’s been hard to finish up the fence.” The magistrate ordered compliance by the end of August, with a potential daily fine for continued non-compliance and costs of $575 to be reimbursed to the county.
Another notable case was that of the estate of Lisa Cortez, represented by her son, Derek Hooper. The property on Southeast Windham Street was scrutinized for several violations, including an inoperable vehicle and various debris. Officer Shanahan testified that the violations were not the result of an anonymous complaint but were instead observed during routine inspections. Hooper, who resides on the property with his children, explained that the vehicle, a black Hyundai, was intended for his son and only needed a flat tire fixed. He contested the classification of certain items as trash, particularly emphasizing the value of sliding glass doors stored on the property. Despite Hooper’s explanations, the council ordered compliance by the stipulated deadline, imposing a $100 daily fine for any unresolved violations post-August 31, along with $575 in county costs.
The session also included discussions around Mark Carta’s property on Southeast Swan Avenue. Officer Shanahan presented evidence of trash debris and addressed reports of someone potentially living in a van on the property, though he could not confirm this during inspections. The council confirmed trash ordinance violations and ordered compliance by the end of August, imposing similar fines and costs as in previous cases.
The council then turned to the case of Tony Marie Elanor Espazito, whose property on Southeast Lanham Street was flagged for high grass and trash violations. Despite being issued a notice on May 14, 2026, compliance had not been achieved. Officer Shanahan reported uncertainty about the property’s occupancy, as neighbors suggested it might be vacant. The council reiterated the August 31 compliance deadline, with the same fine structure and reimbursement costs applied.
Throughout the proceedings, the council emphasized the importance of adhering to local codes and the financial implications of failing to comply. Property owners were reminded of the necessity to communicate with the county promptly to potentially mitigate costs associated with violations.
