North Miami Board Approves Variance for New Beauty Salon, Greenlights Tutoring Center Expansion
- Meeting Overview:
In a recent meeting, the North Miami Board of Adjustment approved a variance for a new beauty salon suite, “The Sweet Life,” within close proximity to existing salons and granted a special exception for a private educational facility focused on children with disabilities. Both decisions followed detailed presentations and discussions regarding compliance with zoning standards and potential impacts on the community.
The primary focus of the meeting was the petition by Justin Murphy for a variance allowing “The Sweet Life,” a beauty salon suite facility, to operate within 1,500 feet of similar businesses in the C3 zoning district on Northeast 125th Street. Murphy, who purchased the business in February, revealed the complexities encountered due to misrepresentations by the previous owner about its licensing status. He emphasized the importance of securing the necessary conditional use (CU) and business tax receipt (BTR) permits to fully operate the salon, which targets established beauty professionals who bring their own clientele.
Murphy explained that the facility was operating at about 50% capacity due to legal advice against signing new leases without the proper permits. He expressed concerns that failing to secure the variance could result in the business shutting down, causing clients to follow stylists to other locations. The board examined the proximity of other beauty salons, noting that some existing businesses might have received prior approval or were operating under a change of ownership with an active BTR. Following public testimony and a discussion about the operational logistics, the board unanimously approved the variance request, allowing Murphy to move forward with obtaining the required permits.
The meeting also addressed a special exception request for a private educational facility at 580 and 590 Northeast 139th Street. The facility, a tutoring center aimed at children with disabilities, was presented by Jane Romero and her team, who outlined their mission to provide personalized educational services. The center, previously known as the Montesour School of North Miami, focuses on accommodating children with unique abilities in a small group or one-on-one setting to help them achieve academic milestones.
Romero highlighted improvements made to the property, including landscaping and structural enhancements, as part of their commitment to creating a conducive learning environment. The facility is designed to accommodate a maximum of 25 children, with plans to incorporate virtual learning to extend their reach. Board members posed questions regarding the center’s operation and its compatibility with the surrounding residential area. The proposal received unanimous support, with board members acknowledging the educational benefits it would bring to the community.
The board also discussed a tutoring program operated in a duplex, serving students from first grade through high school, with a focus on those engaged in homeschooling. The applicant noted renovations to the property and detailed the program’s structure, which includes support in subjects like English and math. The facility is equipped with separate tutoring areas for different age groups, and safety measures such as fire extinguishers and exit signage are being implemented. A six-foot fence will secure the property, and a U-shaped entrance allows for efficient student drop-offs.
Board members expressed positive feedback about the program, appreciating the property’s condition and the applicant’s efforts to cater to students with specific educational needs. The board unanimously approved the application, allowing the program to continue its operations.
