A contracted management company is proposed to oversee operations, balancing community access with the need to maximize tourism revenue. The plan also includes public-private partnerships or municipal leasebacks to finance the renovation, with estimated annual lease payments of about $1 million starting in September 2028.

Concerns were raised about the adequacy of parking, the impact on local programming, and the financial sustainability of the project. The council debated the potential limitations on local access to the fields, particularly during weekends. It was agreed that if no tournaments were scheduled, local users could still access the fields, maintaining a balance between tournament bookings and community use.

The council also examined the operational structure of the proposed Max Long Sports Complex, focusing on pricing and usage for local versus tournament events. The discussions acknowledged the need for transparency in management fees and outlined the responsibilities of a contracted management company, which would handle operations and maintenance, allowing city staff to focus on oversight.

In addition to the Max Long Park discussions, the meeting addressed the city’s financial health through an audit presentation by Julie Ber of CLA. The city’s financial statements received an unmodified opinion, indicating they were materially correct, with compliance in state grants also receiving positive feedback. However, it was noted that the general fund balance decreased by approximately $843,000 due to rising expenditures in personnel costs and capital outlays. The total fund balance was reported at about $10.4 million, with funds earmarked for specific purposes.

The council approved the audited financial statements and moved forward with a unanimous decision on an annexation ordinance for approximately four acres in the Van Villa subdivision. This decision followed brief audience comments and was part of the council’s ongoing efforts to manage city growth and development.

Project reports highlighted a veto by the governor on a $500,000 appropriation for relocating public works utilities but confirmed gubernatorial approval of a million-dollar appropriation for city hall renovations. The deadline for using these funds was noted as June 2028.
