Howell Planning Board Approves Key Redevelopment Plans Amid Public Concerns
- Meeting Overview:
The Howell Township Planning Board meeting focused on several development projects, including a controversial multifamily residential building on Route 9 and a discussion on designating areas in need of redevelopment. The board approved preliminary plans for the residential development, despite public concerns over its impact on the local community and infrastructure. The board also reviewed a proposed ordinance to prohibit data centers in all zoning districts, underscoring ongoing efforts to align future developments with the township’s master plan.
A central topic of the meeting was the approval of a multifamily residential building along Route 9, proposed by Redevelopment Capital Holdings LLC. The development, known as the Wheelhouse at Howell, plans for a 28-unit residential building that includes 42 affordable housing units, meeting a 20% affordable housing set-aside requirement. Spanning 8.12 acres, the site will replace an existing bike shop and BMX track with a four-story structure accompanied by 359 parking spaces. The design includes eight ADA spaces, two van spaces, and 54 electric vehicle charging stations. The project is integral to Howell’s fourth round housing element fair share plan, addressing affordable housing obligations in the township.
Community concerns were prominent during the meeting, particularly about the building’s height and potential drainage issues. Residents voiced apprehension about the development’s impact on privacy, the potential for increased noise, and the obstruction of sunlight due to the building’s elevation. The local infrastructure’s adequacy was also questioned, as Conover Street reportedly lacks basic amenities such as sidewalks and street lights. Public comments highlighted a fear of exacerbated water pooling problems due to the site’s natural topography and the introduction of a new berm, which could redirect runoff into residential areas.
The board addressed these issues with assurances that the project’s design adheres to New Jersey stormwater management guidelines. The developers committed to installing a six-foot fence atop a six-foot berm to provide additional screening and privacy for neighboring properties.
In a separate yet related agenda item, the board discussed the designation of two areas along Route 9 as non-condemnation areas in need of redevelopment. This designation precludes the use of eminent domain, allowing property owners to voluntarily participate in redevelopment efforts. These areas, identified through site visits and tax record analyses, met various criteria such as dilapidation and abandonment, justifying the need for revitalization. The board unanimously approved the designations.
The discussion then shifted to a proposed ordinance (O-26-18) that seeks to prohibit data centers across all zoning districts in Howell. This ordinance aligns with the township’s master plan, and its final adoption is scheduled for an upcoming council meeting. The board’s role is to ensure the ordinance’s consistency with broader planning objectives.
Another noteworthy point of discussion involved a minor site plan and variance approval for Ravenbolt Incorporated, which proposed the installation of two diesel generators at the rear of an existing building. These generators aim to provide power continuity during outages, particularly for a Walmart location. The board considered environmental concerns and the choice between diesel and natural gas, ultimately supporting the application with stipulations to adhere to local noise ordinances.
Public input was an important element, with residents participating and voicing their perspectives on the transformations affecting their neighborhoods.
