Past billing errors, such as a $163,000 charge due to data entry mistakes, underscored the need for accuracy.

The commission tackled the complexities surrounding betterment and connection fees, a topic that sparked debate. A proposal to rename “betterment fees” to “connection fees” aimed to streamline the process and eliminate the need to trace original contracts and payments from 2005. The disparity between fees was notable, with betterments reaching tens of thousands of dollars while connection fees were capped at $3,900. This raised questions about fee justification, as excessive connection fees could be interpreted as unauthorized taxes. Further discussions ensued on the expansion of use on Massav, transitioning from a single-family to a multifamily dwelling. Regulatory reviews with town council confirmed that two connection fees and two betterments applied to multifamily homes. A discrepancy in additional charges was identified, and the property owner was advised to seek Zoning Board of Appeals approval for conversion, after which correct fees would be assessed. Concerns were raised about whether original construction costs had been reimbursed through past betterments.
