- Meeting Overview:
In a recent gathering that saw Acushnet residents and the Board of Selectmen at odds, the board approved a contentious six-month trial period for the parking of a commercial vehicle on residential property. The decision followed a discussion addressing neighbor’s complaints regarding noise, smoke, and the overall impact of the commercial truck operation on the community.
The issue that dominated the session was the petition to permit an 18-wheeler to be parked on residential premises. Residents came forward with divergent views. While one neighbor reported disruptive noise and fumes from the truck, especially during summer due to the prevailing winds, another claimed that the truck operations did not bother them and cited improvements made to the property. The board’s debate centered around not just the parking itself but also ancillary matters such as the duration of vehicle idling, the types of vehicles permissible, and the mechanisms for addressing potential future complaints.
During the discussions, a resident living directly behind the property in question raised concerns about the noise from truck repairs and its effect on their home environment. The building inspector brought to light complaints from neighbors about business activities and noise at the property. However, the board also heard from individuals who supported the property owner, describing them as good neighbors and downplaying the disturbances.
A board member recused themselves from the vote, citing a personal connection to the property owner. The remaining members then moved to allow the parking of one commercial vehicle for a six-month period, with stipulations aimed at mitigating the concerns raised: excessive idling was restricted, and only certain types of vehicles would be allowed. The board underscored the trial nature of the arrangement, emphasizing that any violation or excessive noise would lead to the revocation of the parking rights. Neighbors were encouraged to report any issues during the trial period.
In another matter, the board approved a special permit for the conversion of a single-family house into a dwelling with an accessory apartment. The petitioner had initially faced concerns regarding the square footage of the proposed apartment, prompting a revision of plans to comply with the guideline that the accessory apartment should not exceed 25% of the total square footage. The board gave the go-ahead for the special permit, contingent upon the confirmation of compliance with the square footage requirement.
The meeting also touched on the broader implications of residential zoning regulations and their enforcement. Several neighbors discussed the activities on a property from different perspectives. While some complained about the disturbance from trucks and the debris they left behind, others stated that they had no issues with the property owner and noted their respectful and considerate conduct.
