Acushnet Board Supports Grant Application to Mitigate Air Quality Project Costs
- Meeting Overview:
During the recent Acushnet Board of Selectmen meeting, substantial focus was placed on an air quality improvement project for Acushnet Elementary School, driven by changes in federal guidelines on refrigerants. The project, initially estimated at $4.2 million, saw costs surge to $6.947 million due to the necessity for new air handling equipment that complies with updated environmental standards. A grant opportunity under the Green School Works initiative, which could potentially provide up to $3 million, was identified as a critical funding source to offset these costs. The board unanimously supported a motion to apply for this grant, with assurances that acceptance would be optional if the grant was awarded.
The meeting delved into the financial implications of the project, with discussions highlighting how previous voter rejection of the project was primarily cost-driven rather than due to the necessity of upgrades. The enhanced financial plan, which includes Eversource rebates and previously approved grant money, could reduce the town’s expenses to approximately $3.2 million. Board members underscored the need for transparency and thoroughness in addressing concerns about warranties and feasibility, with an emphasis on maintaining diligence in negotiations to avoid unnecessary expenses.
Following the air quality project discussion, the meeting addressed the town’s snow removal efforts. Despite improvements noted by residents, staffing shortages persist, with only 18 to 19 operators available against the historical requirement of three operators per route. The rapid snowfall rate of two to three inches per hour exacerbated the situation, leading to frustrations over road clearance and salt usage. Suggestions were made to involve fire department employees experienced in snow plowing to alleviate the burden on DPW staff during heavy storms.
The financial strain on the DPW was further highlighted by a $40,000 salt expenditure. The board also discussed the need for systematic sidewalk maintenance post-storms, recognizing community expectations and resource limitations.
Another agenda item was the appointment of Matthew Gold as the new water sewer maintenance operator, unanimously approved by the board. Additionally, the meeting introduced a new applicant for the town administrator position, Adam, who shared his extensive municipal management experience. Adam addressed questions regarding budget management, public expectations on project timelines, and his strategies for balancing economic development with maintaining the town’s character. He emphasized community input and strategic planning as essential elements in managing short-term demands against limited resources.
The meeting also tackled the subject of a special permit condition issued by the Zoning Board of Appeals (ZBA), emphasizing the importance of adherence to permit stipulations. Concerns were raised about discrepancies in paperwork related to a property on Middle Road, which contradicted the special permit’s conditions. The ZBA’s management of the situation was acknowledged, with assurances of collaboration with the building commissioner to address the issues.
