In relation to the police department, the potential creation of a second in command position was also discussed. The board analyzed the feasibility of pursuing this position alongside the selection of a new police chief, considering the time frame, job description, and impact on the assessment center. Approval from civil service and guidance from the Town Administrator and Town Council were deemed necessary.
The Council on Aging building was another significant topic. The board approved policy updates that included lowering building use fees to generate revenue and changing closing times from 11:30 p.m. to 10 p.m. Adjustments were also made to the advance notice period for renting the facility, reducing it from 90 to 45 days. Building repairs and maintenance were addressed, with a focus on issues like roofing, gutters, downspouts, air conditioning systems, and plumbing concerns. The installation of flushometers was discussed as a temporary fix for the plumbing issues until a more permanent solution, such as repitching the pipes, could be implemented with the involvement of the Department of Public Works.
The board also tackled the allocation of funds from an earmark grant, intended for maintenance and upgrades to the COA building’s AC system, roof, bathrooms, and the installation of handicap doors. They recognized the importance of having someone assess the roof and provide a cost estimate for repairs. Additionally, the appointment of a Tree Warden was confirmed, with a suggestion to consider the creation of a separate department for tree work being put forward, despite budgetary concerns.
A special town meeting was set for September 30, 2024, with discussions on the fiscal year 26 budget review taking place. A draft memo from the finance department estimated a 1.46% increase in revenue from the previous fiscal year, prompting the board to begin budget discussions early due to potential revenue constraints and the anticipated decrease in state funding.
The board voted to approve staff appointments and disclosure forms from members with family working for the town. They also approved the annual cruise night event on August 29, 2024, which will feature a DJ instead of a band and involve coordination with public safety officials.
The new part-time conservation agent, Mark Bon, was introduced, bringing an extensive background in biology and conservation work. Bon expressed eagerness to work on natural resource conservation and to engage with the community on conservation projects. The board members approved his appointment and commended his willingness to serve.
