Acushnet Conservation Commission Confronts Compliance Challenges and Environmental Improvements
- Meeting Overview:
The Acushnet Conservation Commission met to tackle a variety of pressing environmental issues, including enforcement actions for non-compliance, site visit arrangements for ongoing violations, and approval of new clerks to improve operational efficiency. The meeting also addressed important projects and permit continuations.
The meeting was dominated by discussions on enforcement actions, particularly the situation at Six Elderberry Drive. Following a lack of response to a letter sent on March 27, requesting residents initiate trash cleanup within 30 days, the Commission deliberated on the next steps. Suggestions included a follow-up, possibly involving direct contact to ensure the residents received the certified mail. The commission planned to intensify its efforts, considering more assertive measures to ensure compliance.
Another enforcement concern involved 324 Main Street, where residents failed to meet compliance with a prior agreement. The commission discussed issuing a formal enforcement order at the next meeting to address the lack of action. The preparation of an enforcement order demonstrated a structured approach to dealing with ongoing compliance issues.
On a more positive note, the commission received updates about 35 Pathway Road, where residents were reported to be in touch with an engineer and expected to file a Notice of Intent (NOI) soon. This development was seen as a constructive step. It served as a reminder that while some cases present challenges, others exemplify successful engagements with the community to achieve environmental compliance.
Flooding concerns brought up by a resident on Main Street were also addressed. Complaints about water runoff from a neighbor’s property prompted a site visit on April 3, during which Julia observed conditions suggesting past flooding issues. The commission agreed to look into this matter through stormwater management.
The commission also discussed the need for delineation on Main Street and decided to reach out to Man Janello for assistance. This decision illustrated the commission’s ongoing efforts to ensure accurate environmental assessments and maintain ecological balance in the area.
The meeting included updates on the hiring process for two new clerks. Both candidates, Macy and Patty, were approved due to their prior experience with conservation efforts. Their hiring was anticipated to enhance the commission’s operational capacity.
Amidst the various discussions, Mr. Castello raised concerns about a stormwater permit he believed had not been received. He sought clarification regarding conditions related to a wire fence and silt fence mentioned in the order of conditions. The commission acknowledged the issue and advised Mr. Castello to consult with his engineer for clarity and to schedule an appointment for further discussions. This interaction highlighted the commission’s dedication to addressing public inquiries and ensuring clear communication regarding environmental regulations.
In addition to enforcement and compliance matters, the commission addressed several ongoing projects and requests for continuances. These included the Notice of Intent and stormwater application from Cristiano Meet in the Middle LLC for a project on Middle Road, and the proposal by MD South Coast Properties LLC on Middle Road to construct three duplex buildings. Both projects were continued to the next meeting on April 22, 2026.
A request for an extension on an order of resource area delineation for a proposed photovoltaic solar farm at 540R Main Street was also continued. This continuation emphasized the commission’s review process and commitment to renewable energy initiatives, provided they meet environmental guidelines.
The commission approved an upgrade plan for a septic pump tank and leaching field within a 100-foot buffer zone to a bordering vegetated wetland on Los Map 15. Concerns were raised about environmental impacts, but the proposal was ultimately seen as a clear improvement over the existing cesspool. The commission’s decision to approve the conditions represented a balance between environmental protection and necessary infrastructure upgrades.
