- Meeting Overview:
The Acushnet Conservation Commission’s recent hearing on July 24th, 2024, was marked by discussions about significant projects including Eversource Energy’s new 115 kV electric transmission line and AMN State Holdings LLC’s residential subdivision proposal. Delays in public hearings due to abutter notification issues and additional environmental reviews underscored the session’s focus on ensuring community engagement and environmental diligence.
The session’s most pressing topic was the proposed construction of a new 115-kilovolt overhead electric transmission line by NSTAR Electric Company, operating as Eversource Energy. The scale of the project and the related abutter notifications led to a decision to continue the public hearing to the August 14th meeting. This postponement is intended to provide abutters ample time to be properly notified about the project, which spans a considerable linear distance. The applicant has expressed a commitment to coordinate with the assessor’s office to rectify the notification issues. Meanwhile, the commission has forwarded the project details to their consultant for an overview and to identify potential concerns.
Another item on the agenda was the stormwater permit application by AMN State Holdings LLC for a proposed six-lot residential subdivision on Keen Road. The applicant, represented by John Mas, presented the development plan, which includes the construction of a roadway, on-site sewage disposal systems, private wells, and residential lots. The commission’s deliberations highlighted the need for additional test fits around the basin area and a closer inspection of wetland lines. Following a site visit, members agreed to postpone the stormwater public hearing until the August 28th meeting to allow time for a review and to address peer review comments.
The meeting also served as an introduction for the new conservation agent, Mark Mitton. Mitton, with a solid background in wetlands ecology and a track record in government work and community outreach, expressed his eagerness to collaborate with the commission. His experience spans both saltwater and freshwater ecosystems, including efforts in Atlantic salmon restoration and academic research in freshwater wetlands. Commission members welcomed Mitton and anticipated leveraging his expertise in securing grants for environmental projects and furthering the commission’s work.
The attention to detail and insistence on proper procedural conduct, such as ensuring adequate abutter notifications, reflect the commission’s focus on transparent and inclusive governance.
