Acushnet Planning Board Approves Two Solar Projects Amidst Community Engagement

Intended to occupy half of the central property, the solar project underwent rigorous peer reviews with GAF Engineering to align with local bylaws and stormwater management standards.
Significant modifications included expanding screening berms and fences, increasing the gravel road’s width to meet fire safety standards, and enlarging the stormwater basin by 40% to manage water retention. The project proposed relocating a sewer line to enhance access road accessibility. Farcus emphasized the collaborative efforts to address stakeholder concerns and improve project efficacy. The board, acknowledging the thorough peer review, unanimously approved the project plans after closing the public hearing.
The design featured an 8-foot high dirt berm topped with a 10-foot stockade fence to screen properties along Phillips Road. While the fence’s structural integrity was assured by a structural engineer, the lack of vegetative screening raised concerns about visual appeal. To mitigate this, a pollinator seed mix would be planted. The project received recent conservation commission approval for stormwater and wetlands protection, a crucial advancement.
Financial considerations included a proposed $75,000 bond for landscape screening and fence maintenance over five years. The board confirmed the combined height of the berm and fence would provide effective screening, with procedural steps leading to unanimous approval of the project plans. Standard conditions emphasized compliance with regulations, safe vehicular access, and construction parameters, including noise control and daily cleanups.
The board also discussed a semi-final inspection requirement to verify compliance and detailed construction plans for fencing before issuing building permits. A bond for decommissioning the solar array and replacing landscape screenings was mandated.
