Acushnet School District Faces Boiler Maintenance Crisis Amid Budget Challenges
- Meeting Overview:
The recent meeting of the Acushnet School Committee highlighted the need to address significant maintenance issues with the school’s boilers, alongside navigating complex budgetary constraints. The committee discussed the aging infrastructure’s potential for catastrophic failure and the financial strategies required to manage these concerns effectively. At the forefront of preventive measures, the committee deliberated on the allocation of an additional $35,000 for facilities maintenance, emphasizing that this amount was not solely for boiler replacements. With each boiler containing 42 tubes costing nearly $1,000 apiece to replace, the committee has faced substantial financial implications, acknowledging that seven tubes have already been replaced this fiscal year.
The potential cost of replacing all boiler tubes is estimated between $65,000 to $70,000, while a complete boiler replacement could escalate to approximately $350,000. The committee recognized the critical role of experienced maintenance staff in managing current issues and reducing contractor reliance, particularly noting the expertise of a staff member named Jake in boiler systems.
Maintenance concerns were not limited to the boilers. The committee also examined air quality improvement initiatives, which involve seeking grants for a proposed $6.947 million project. This project aims to enhance the school’s air quality, with a recent opportunity for a grant of up to $3 million. With a looming application deadline and anticipated announcements in May, the committee coordinated with the finance committee and select board to ensure town officials were kept informed. Support from the select board was contingent on grant approval, and it was noted that the project’s net cost to the town could be approximately $3.2 million after accounting for potential grant funds and rebates.
Besides infrastructure concerns, the meeting delved into broader budget discussions, focusing on the town’s financial contributions to the school district. The town’s contributions had diminished significantly, a decrease attributed largely to rising health insurance costs. The district’s budget challenges were further compounded by an anticipated $400,000 increase in expenses due to collective bargaining agreements, special education, and out-of-district tuition costs. The expiration of solar energy credits that previously offset electricity expenses was also a concern.
The committee reviewed preliminary budget figures, with the proposed budget for FY27 set at $18.1 million. The committee emphasized that while collective bargaining agreements accounted for a 2.8% increase, most teacher salaries were already at the top step.
Enrollment trends presented additional challenges, revealing a decrease of 13 students, affecting funding. The district’s foundation budget for the current year is approximately $17.2 million, with about 47% funded through Chapter 70 and the remainder from town appropriations. The committee expressed concerns about the sustainability of funding in light of these trends and the potential for financial shortfalls as the state seeks to reduce its financial responsibility over time.
In response to these budgetary pressures, discussions highlighted staffing levels. The committee stressed the importance of clearly communicating the impact of these staffing changes to the community, particularly in light of the previous year’s return of $400,000 to the town due to special education situations that had not materialized.
The meeting also addressed high school tuition agreements, with tentative deals reached with New Bedford and Old Rochester Regional High Schools. These agreements await finalization following legal reviews. Additionally, the committee voted unanimously to not impose a cap on virtual school enrollment, citing community support for providing students with greater choice and flexibility.
