Their efforts included engaging with the University of Massachusetts and collaborating with rail advocates across Western Massachusetts to strengthen Amherst’s position in the rail network.
Rob Kustner and Chris Preset showed interest in the rail connection project, with Chris noting prior town officials’ involvement and suggesting potential contacts to further the initiative. The discussion also explored the possibility of a privately operated rail shuttle between Amherst and Palmer, leveraging existing investments in the rail line between New London and Brattleboro.
Concerns were voiced about the current Healey Administration’s plans and their implications for Amherst. The significance of the connection between Amherst and UMass was underscored, and the need to involve local officials in decision-making was reiterated.
In addition to rail connectivity, the committee provided updates on the Heatherstone project, which involves constructing a roundabout and potential property implications. The project, already out for bids, was discussed in detail, including its size and the outcomes of a recent listening session held by the Transportation and Safety Organization (TSO), which was described as informative.
The committee also delved into the proposal of implementing mini roundabouts and constructing a new sidewalk on the east side of Amherst. Debates ensued regarding the design of the roundabouts, the potential costs, and the impact on property owners. The lack of feedback from residents in the affected area and the necessity of the sidewalk for children’s safety were central to the discussions. A survey conducted in 2016 on local preferences for sidewalk placement was mentioned.
Further discussions focused on the removal of a median to facilitate the construction of a sidewalk and the installation of mini roundabouts. The committee debated the appropriate road width and the effectiveness of measures like striping lanes, speed tables, and lower speed limits to calm traffic. The necessity of drafting a memo for the TSO and the timing of recommendations were also discussed, with some disagreement on the approach to take.
The committee’s voting session resulted in a motion passed in support of transportation projects, including median removal, roundabout installation, and sidewalk extensions, with one member absent and another abstaining. Upcoming meetings with the TSO and the development of a Transportation Commission were also on the agenda, with the town manager expected to present a draft charge for the new commission.
Safety concerns for cyclists at the South Amherst roundabout brought up the need for clear signage and pavement markings. The committee recognized the safety benefits of roundabouts, while also acknowledging the apprehension some drivers feel towards larger roundabouts.
