- Meeting Overview:
The latest meeting of the Amherst Transportation Advisory Committee highlighted a proposal for the creation of a new commission with decision-making authority. This marked a significant departure from the advisory role that the current Transportation Advisory Committee (TAC) holds.
The main agenda item and the most discussion of the meeting centered on the proposal to establish a new commission to replace the current TAC. The envisioned commission would not only advise but also make decisions on transportation matters, a substantial change from the current structure where the TAC can only recommend actions to the council. The debate focused on the scope of the commission’s authority, whether it should operate independently or serve as a point of referral for the council, and if parking issues should fall under its purview.
Some members discussed the implications for district counselors and their roles in responding to resident complaints. The new commission’s potential to face barriers in gaining council approval was also a concern, alongside the flexibility needed for implementing its authority.
Complementing the discussion of the new commission, the committee considered the implementation of a prioritization plan for transportation projects. The plan would ensure equitable resource distribution and address all resident concerns, a response to the challenge of balancing public demand with fairness in project allocations.
In addition to these structural changes, the committee addressed practical improvements such as the installation of solar-powered lights at bus stops to enhance visibility and safety. Concerns over the narrowness of bike lanes and the speed limits near bus stops led to debates on road striping adjustments and traffic calming measures.
The committee unanimously supported the proposed West Street improvements, which include a new sidewalk, relocated bus pull-offs, splitter islands for traffic calming, and rapid flashing beacons at crosswalks. Despite the support, concerns about adequate lighting at bus stops and pedestrian safety, particularly at night, were raised.
The use of the Spring Street parking lot by the farmers’ market, which requires council approval if exceeding 14 days, sparked a conversation about whether such decisions should be delegated to the proposed commission. This tied into broader discussions on the need for a formal complaint process and an online portal for residents to submit transportation-related concerns.
Lastly, improving communication with residents regarding road-related issues was discussed, noting the necessity for more dedicated staffing and resources to handle the increasing workload. The committee’s composition was also debated, with suggestions to include representatives from the Disability Access Advisory Committee and professional services such as police and fire as either voting members or consultants.
The meeting concluded with a dialogue on involving representatives from the University of Massachusetts Transit to address public transportation and larger transit issues.
