- Meeting Overview:
During the recent Amherst Library Board of Trustees meeting, discussions focused on the ongoing library renovation project, the Section 106 review process, and various financial concerns.
The Section 106 review process emerged as a focal point of the meeting, as it affects the project’s progression. The town manager reported that two bids for the library renovation had been received, with one bid coming in under budget. However, the contract cannot be awarded until the Section 106 and environmental review processes are completed. The review includes a public meeting with consulting parties and input from the Massachusetts Historical Commission (MHC), which has requested an alternative analysis to assess various project aspects. This analysis is important for adhering to federal and state permitting processes and involves evaluating different options and their feasibility. The results of this analysis will have implications for the project’s timeline and budget.
Concerns about the financial aspects of the project were also a major topic of discussion. The finance director presented multiple invoices for approval, including those from Fold Alexander Architects and other vendors involved in the project. Questions arose regarding the payment process, the nature of consulting services, and the rationale behind certain charges. The board approved these payments, but not without examining the implications for the project’s financial health.
The Owner’s Project Manager (OPM) provided insights into the project’s cost structure, indicating that if the low bidder is awarded the contract, adjustments will be made based on savings, leaving a 10% contingency for construction. The necessity of an OPM was also emphasized due to the project’s complexity. The OPM confirmed that contracts with the architect and subcontractors are in place through the construction phase.
Public comments brought additional financial and managerial issues to light. Kathy Shane, a resident, raised concerns about the architect fees and the performance of Colliers, the OPM. She questioned whether the architect would honor their contract despite delays and potential extra costs. Kathy also highlighted inconsistencies with personnel from Colliers and stressed the importance of having a consistent on-site presence to align construction with expectations.
Further public comments addressed the library’s funding strategy. Concerns were voiced about the Jones Library Capital campaign’s lack of recent financial reporting, including gifts, pledges, and expenses. The transparency of these financial matters is important for assessing the project’s viability and ensuring public trust. Maria Coppi criticized the handling of a letter from the Mass Historic Commission, questioning the lack of public notification and discussion about decisions, including a request for an extension and alternative analysis.
In response to these public concerns, the board acknowledged the importance of transparency and the need for clear communication regarding the project’s status and future steps. They committed to providing answers to the public about the alternatives being considered and the decision-making process once the alternative analysis draft is complete and discussions with Mass Historic progress.
The board also discussed the temporary space needed during construction, with the OPM expressing optimism about having two cost-effective options within the budget. This includes moving library materials to the temporary location and back post-construction.
