Amherst Trust Board Discusses $100M Housing Project and Approves $300,000 for ACLT Initiative
- Meeting Overview:
In a recent meeting of the Amherst Affordable Housing Trust Board, a discussion unfolded around a proposed $100 million housing project in North Amherst, as well as the board’s conditional approval to commit $300,000 to the Amherst Community Land Trust (ACLT) project.
One item at the meeting was the presentation by Darcy Jameson, Vice President of Development for Beacon Communities, who outlined a new affordable housing project off Montague Road. This 14-acre development is poised to offer 140 to 150 family and senior apartments, featuring amenities such as playgrounds and community gardens. The project is envisioned as a fully electric passive house development, with plans to use existing infrastructure while addressing community concerns about pedestrian safety and traffic. Darcy detailed the project’s aim to secure state funding through low-income housing tax credit programs, which would ensure affordability for a wide range of income levels. He emphasized the need for an intergenerational community model, catering to both families and seniors.
Board members raised several questions regarding the project’s density and its potential impact on local wetlands. Concerns were also expressed about the project’s environmental and community implications, including the necessity of infrastructure improvements to ensure safe emergency response times. The development team confirmed ongoing discussions with town officials about water and sewer provisions, and traffic calming measures, while emphasizing their commitment to responsible development practices.
In another notable move, the board tentatively approved a $300,000 commitment to the ACLT project, contingent upon several conditions. These include securing satisfactory site control, a comprehensive financing plan, a phase one assessment free of recognized conditions, and detailed inclusion of associated fees in the project’s pro forma. This funding commitment aims to facilitate ACLT’s efforts to expand affordable housing options, with board members expressing a desire to document long-term intentions regarding financial support.
The meeting also highlighted other ongoing housing initiatives, including the Amherst Community Homes project, which is progressing well with active marketing efforts and an upcoming information session for potential residents. However, the East Street and Beltertown Road development faced setbacks, as it was not invited to submit a full application for funding in the current round.
