However, the applicant clarified that the facility would strictly function as a daycare, which should mitigate peak-time traffic concerns typically associated with schools.

The council also examined the major development plan for Spring Haven, formerly Chandler Hills, focusing on traffic studies and road infrastructure. Concerns were voiced regarding the methodology of traffic studies, emphasizing the need to consider the cumulative impact of existing and planned developments in the area. There was a specific inquiry about the status of Chandler Road and its potential expansion, with the understanding that the city would eventually be responsible for its development.

Additionally, the idea of using existing structures on the Spring Haven property for police or fire training exercises was proposed, pending coordination with relevant city departments. Access routes for construction and emergency vehicles were also discussed.
