Interfaith Neighbors Inc. presented their proposal for the Marora Center. The plan includes creating 20% affordable rental units, with six of the eight units deed-restricted for 15 years, and the remaining two for 30 years. The rental costs will adhere to state and HUD regulations, although specific figures were unavailable at the time of the meeting. The proposed Dr. Lorenzo Harris Early Childhood Learning Center within the development is designed to accommodate 36 children, with two activity rooms potentially serving around 35 children each.

The proximity of the planned development to the Turf Club led to questions about how the nightclub might affect the childcare center. Security for the residents and children was a concern, prompting the project architect to explain the layout, which features a separate residential lobby and security measures to protect residents from building activities.

Board discussions also delved into the functionality and aesthetics of the building. The building’s second floor will house the Early Childhood Center and Interfaith Neighbors offices, raising concerns about staff numbers affecting parking requirements and the need for a dedicated drop-off area.

The security measures within the proposed building were examined. Controlled access points and secure points of entry were discussed, along with the installation of a solar array photovoltaics on the roof as a green initiative. There was also a reference to the use of transparent storefront glazing, a metallic panel for the institutional second floor, and a simulated wood panel for the residential third floor in the building’s design.

Architectural design and neighborhood compatibility were also scrutinized. Some board members expressed concerns about the aesthetic choices, such as glass handrails, balconies, and a combination of materials, which one member found “a little jarring.” The architect defended the design as a way to differentiate the building’s uses and create a visual connection with the surrounding area.

Sustainability was another topic of conversation, with the representative outlining energy optimization efforts, use of energy-efficient appliances, and indoor air quality enhancements. Although the project was not seeking LEED certification, it was reportedly close to reaching the 50-point range while acknowledging challenges related to additional costs and facility availability.

The layout and design of parking areas, drop-off zones, and trash pickup locations were also on the table. Concerns about the size and turning radius of trash pickup vehicles, the impact on parking spaces, and stormwater management were discussed. A landscape plan, including tree placement and a community garden, and a lighting plan with sky-friendly luminaires were presented, with some concerns about lighting levels affecting nearby residences.

Finally, the meeting concluded with the decision to carry the application to September 9th without notice and the planning of a separate meeting to address the Design Review Committee (DRC) and scheduling concerns.
