- Meeting Overview:
In its recent meeting, the Atlantic County Board of Commissioners addressed several topics, including the appointment of new division directors, the introduction of a new member to the Law Department, and discussions about the Medavie nursing and rehabilitation center’s potential designation as a state-operated VA Memorial Home.
The most prominent discussion revolved around the future of the Medavie nursing and rehabilitation center. A resolution supporting its designation as a state-operated VA Memorial Home was presented, triggering a thorough debate among the commissioners. They discussed the ongoing negotiations and the importance of involving state representatives to ensure the facility’s viability. One commissioner highlighted the current eligibility rules for veterans, pointing out the difficulties faced by those who are less than 70% disabled in gaining admission to the facility. This was described as “ludicrous” and prompted a broader conversation about the need for more inclusive policies.
The resolution was seen as essential for showing support for the county administration’s efforts, even though it lacked specific details. The goal was to allow the administration the flexibility needed to navigate the negotiations effectively. The discussion concluded with a unanimous vote in favor of supporting the administration in its ongoing efforts.
In addition to the Medavie nursing and rehabilitation center discussions, the board also approved several appointments. Jay Simons was appointed as the division director of Ren Bridges, following a unanimous vote. Commissioners expressed their appreciation for his qualifications and long-term experience.
Cory Richie was appointed as the division director of intergenerational services, also receiving unanimous support. Richie, born and raised in Northfield, highlighted her family’s legacy within county service and her desire to give back to the community. Commissioners praised her professionalism and the positive feedback received from her department, expressing excitement about her new role.
Another appointment was that of En Lind as County Counsel for the Law Department. Lind, with 32 years of experience in Atlantic County as an attorney, detailed his responsibilities in regulatory compliance, contract negotiations, and oversight of litigation. He expressed gratitude for the support from his family and colleagues. The board unanimously approved his appointment, acknowledging his extensive background in law and community service.
The meeting also featured important personnel changes within the Law Department. A new member was introduced, expressing gratitude for the opportunity and support from the county executive and mentor Jim Ferguson. The new appointee emphasized the goal of streamlining operations and maintaining as much work in-house as possible. Commissioners inquired about the differences observed compared to previous leadership, with the response indicating an ongoing transition and continuous adaptation efforts. Jim Ferguson endorsed the new appointee, describing her as a “sterling candidate” and emphasizing her competence and readiness for the role. The board unanimously approved her appointment.
The board then moved on to various resolutions, including a grant application from the New Jersey Department of Law and Public Safety for an operation helping hand grant not to exceed $100,000, and a professional services agreement with architects and engineers for a pool amount not to exceed $750,000. Both resolutions were approved without discussion.
Other resolutions included an amendment to a contract with New Vision Systems Corporation for software maintenance, a competitive contract with Jewish Family Services for a therapeutic job readiness program, and multiple resolutions concerning contracts and agreements for family success center operations, emergency signal repairs, and road resurfacing projects. Each resolution was presented, moved, and seconded, resulting in unanimous approvals.
A notable point of discussion arose concerning a resolution to extend a contract for security services without additional costs. Questions were raised about how the extension could occur without incurring extra expenses.
