- Meeting Overview:
The Austin City Council meeting featured discussions on a proposed tax levy increase for 2024, debates over budget allocations, and other community initiatives, including the promotion of a police officer and the approval of local programs and redevelopment projects.
The most prominent topic during the meeting was the proposed tax levy increase of 11.97% for 2024. This proposal, equating to a tax levy of $9,800,000, sparked considerable debate among council members. Concerns were raised regarding the financial burden on taxpayers, with one council member stating, “I still feel that this levy is too high,” reflecting the sentiments of numerous constituents who opposed the tax increase. This member questioned the justification for adding new positions at such a high cost, urging colleagues to reconsider the budget to avoid burdening taxpayers.
Another member defended the proposed budget, emphasizing the importance of maintaining employee healthcare support at the same ratio as the previous year. This member argued that the budget was thoughtfully constructed and that while the community might be reluctant to pay for services, there was no clear desire to cut them. The addition of two new positions was discussed as long-term investments, with particular focus on housing enforcement and inspections to prevent property deterioration.
Another member emphasized the necessity of preparing for future challenges.
Following the tax levy discussions, the council approved state companion grants for a ten-unit hangar at the Austin Municipal Airport. The project, funded by 90% federal grants, 5% state grants, and 5% local funds, received unanimous support. The council also passed a resolution for a redevelopment agreement with the Stenzel Group for a 103-unit project, with an estimated budget of $2.6 million and TIF eligible expenses up to $3.3 million. The project is expected to begin by October 31st and be completed by July 1st, 2026.
In addition to financial discussions, the council approved the Fall Yard Waste Program, which will operate at the Creekside Business Park for leaf collection from September 21 to December 1. This program, which allows residents to drop off leaves, grass, and garden plants seven days a week, was passed unanimously.
The meeting also saw the promotion of Daniel Osborne to the rank of Sergeant within the Austin Police Department. Chief McKin highlighted Osborne’s contributions to the department, including his experience as a peer-to-peer adviser and his role in developing a departmental program. The promotion process was described as highly competitive, with five well-regarded candidates.
In the realm of community arts, the Austin Artworks Festival presented the city purchase award to artist Leah Bevington for her piece “Watching the Trees Grow.” This artwork will be displayed in the senior center.
The council also addressed the demolition of the former Austin Daily Herald building, awarding the bid for asbestos abatement and demolition to Hansen Hauling and Excavating for $97,900. The project is expected to conclude in early October, with the council seeking clarification on the variance between bids.
During the citizens’ addressing segment, no members of the public came forward. Council members shared updates and expressed gratitude for various community events and initiatives.
