- Meeting Overview:
The Ayer Select Board recently approved rate increases for water and sewer services, effective July 1st, 2025, as part of a broader discussion on the town’s infrastructure and financial planning. In a recent session, board voted to implement a 2% increase for water and a 5% increase for sewer to maintain the fund balance above the target line until FY 29 for water and in the case of sewer, to manage expenses exceeding revenues. This decision was accompanied by an in-depth presentation by the town’s rate review committee, which highlighted the challenges and necessary upgrades to the water and wastewater systems, including regulatory requirements and the long-term solution to water supply issues.
The meeting also addressed public input on a range of topics, including concerns about the removal of music at the transfer station, requests for clearer information on water and sewer rates, and a resident’s worry over the impact of an amended flammable liquids license on local safety. The board provided explanations and assurances in response to these inquiries.
In addition to rate increases, the board discussed an out-of-town sewer application for a gas station property, which would potentially benefit neighboring residential properties. Despite concerns about the timing and the need for a public hearing, the board decided to waive the 90-day application submission requirement and scheduled a public hearing to ensure community participation while advancing the application process.
On the topic of local business expansion and insurance coverage, concerns were aired about the town’s coverage as an additional insured. This led to a former insurance liability expert emphasizing the importance of the town being properly insured, which prompted the applicant to agree to provide further clarification at a subsequent meeting.
The Pulpit Rock drainage and pathway improvement project was another focal point, with the board approving a change order for additional expenses. The board also showed support for the Main Street reconstruction project by approving a support letter. Updates from various town projects were provided, including the Sandy Pond Complete Street project and the West Main Street Bridge project.
Additionally, the board celebrated the success of new bylaws, such as the one related to dog registrations and transient merchant permits, and discussed budget preparations for the upcoming town meeting. The proposed funding plans for the purchase of property on Sandy Pond Road were also laid out, with a combination of funds being considered, including the use of American Rescue Plan Act (ARPA) monies.
The board concluded the meeting with a debate over the funding of a substantial health invoice from the Minute Man Anda Health group, ultimately deciding to cover the entire amount with ARPA funds. The discussion moved to the Annual Town Meeting warrant, with board members scrutinizing various financial articles to ensure accuracy and transparency for the upcoming town meeting.
