Ayer-Shirley Regional School Committee Discusses Budget Challenges and Senior Center Project Progress

The project, which has been in the works for seven years, received overwhelming support at town meetings and ballot votes. The Ayer Office of Community Development is pursuing a Community Development Block Grant (CDBG) to finance the construction of the senior center, with an estimated funding amount of $850,000 annually for a single community. While the project is deemed “shovel ready,” with all necessary permits and approvals, the grant application process remains competitive. The committee expressed confidence in the project’s readiness and competitiveness for funding.
The meeting also addressed the hazard mitigation plan, which expired three years ago. The Ayer Fire Department, in collaboration with the Monachus Regional Planning Commission, successfully applied for a $25,000 grant to update the plan. This updated plan is important for accessing federal grants for various town departments and includes a comprehensive assessment of local hazards, vulnerabilities, and necessary actions to mitigate risks. A 14-day public comment period was announced, inviting community input before the plan’s submission to state and federal authorities for approval.
Additionally, the meeting covered several infrastructure and development projects. The Department of Public Works (DPW) presented a change order related to the Clear Well project at the Grove Pond Water Treatment Facility, necessitated by additional construction items. The board approved the change order, extending the project’s timeline by 53 days due to delays caused by National Grid. The DPW also discussed a contract for the rehabilitation of tertiary filter tanks at the wastewater treatment plant.
The meeting touched upon the anticipated expansion of NOAA Foods, which requested an increase in their sewage industrial pre-treatment permit. This expansion will raise the allowable daily flow from 170,000 gallons to 240,000 gallons over the next year. Although this matter does not require a select board vote, the substantial financial implications involved necessitate careful consideration. The town manager’s office and the DPW are working on a memorandum of agreement to address necessary off-site improvements and connection fees.
