Ayer-Shirley Regional School Committee Tackles Opioid Crisis with Intermunicipal Agreement

The committee delved into the intricacies of the IMA, with concerns raised about the funding breakdown and contributions from participating towns. Discrepancies, such as Harvard contributing only half of its opioid funds, prompted questions about the fairness and rationale behind such decisions. The need for clarity and consistent communication among towns was emphasized by the chair of the Board of Health, who acknowledged existing confusion and inconsistencies. Discussions also touched on appointing advisory board members and the necessity for select board approval on the collaborative’s yearly budget.
The meeting transitioned to a review of the fall special town meeting warrant scheduled for October 27, 2025. The warrant consists of ten articles, including zoning bylaw amendments and community preservation fund proposals. Adjustmentsttention was given to a proposal for funding a senior center building project with a budget of $13,550,000. This proposal seeks approval for borrowing up to $11,550,000, contingent upon a debt exclusion ballot question. The chair emphasized the strategic use of $2 million from the town’s capital stabilization fund, pending two-thirds approval.
The financial challenges faced by the district, particularly concerning the FY25 budget closeout, were also addressed. The director of finance highlighted the unexpected costs associated with increased transportation needs due to a newly opened shelter. The district had to front approximately $200,000 for transportation, with partial reimbursement at the year’s end. A reported deficit of $651,000 was attributed to salary expenditures and unanticipated staff additions. Despite this, the district managed to maintain services without depleting reserve accounts.
Additionally, the committee discussed the implications of hosting SAT testing, with questions about potential financial benefits. The conversation revealed skepticism about the profitability of hosting, as the district would need to provide support without gaining financially. In sports updates, the girls’ volleyball team and boys’ soccer team were highlighted for their strong performances, with boys’ soccer ranked sixth in the state.
