Ayer-Shirley School Committee Faces Rising Autism Diagnoses and Special Education Challenges

The district faces higher turnover rates among paraprofessionals, complicating efforts to maintain consistent support across programs.
The meeting also addressed the broader context of special education within the district. An external evaluation of special education programs, initiated in January 2020, is expected to provide insights by June 30. Anticipation surrounds the evaluation’s potential to enhance programming and keep students within their neighborhood schools. The need for inclusive education practices in mainstream classrooms was emphasized, and efforts to offer professional development during summer and school vacations were noted, though time and staffing constraints remain barriers.
Improvements in educational outcomes for students with disabilities were discussed, with data showing increases in the completion of Massachusetts Core Competency requirements and advanced course completion rates. However, the four-year graduation rate for students with disabilities remains a concern, currently at 68%. The complexities of calculating graduation rates, particularly for students needing more than four years, were acknowledged.
Attention was also given to discipline rates, with 43.5% of students with disabilities experiencing one or more incidents during the 2019-2020 school year. The committee expressed a commitment to understanding and addressing behaviors associated with disabilities, focusing on non-confrontational strategies and de-escalation techniques.
The acceptance of school choice students for the 2021-2022 school year was another key topic. The superintendent presented enrollment projections and highlighted favorable student-teacher ratios. A motion to accept school choice students was made and passed with consensus.
In addition to educational matters, the meeting covered the Ayer Regional High School fields project. Financial planning is underway, with bond issuance expected to be finalized by mid-July. The project includes synthetic turf and track elements, with ongoing fundraising efforts for portable athletic equipment. Concerns about Title IX considerations and equitable treatment between baseball and softball facilities were also raised.
As the meeting concluded, upcoming events such as a senior car parade and graduation ceremonies were confirmed, with logistical considerations discussed. The committee then moved into executive session to address contract negotiations, ending the open session at 8:08 PM.
