Ayer-Shirley School Committee Supports $250K Generator Funding Request to Aid Seniors
- Meeting Overview:
In a recent meeting, the Ayer-Shirley Regional School Committee focused on the significant issue of securing funds for the installation of generators in two critical housing buildings. The committee explored a funding request increase from $230,000 to $250,000 to ensure the project is adequately financed, particularly to support senior residents who depend on reliable power due to medical needs.
The meeting, held virtually, began with the chair opening a public hearing about the Ayer Housing Authority’s request for Community Preservation Act funds. Ken Martin, representing the housing authority, emphasized the necessity of installing generators, describing the dire situations that occur during power outages. He highlighted the importance of backup power for residents reliant on medical devices and the need for operational elevators, especially during winter. Martin detailed past experiences where elderly residents faced challenges during outages, often refusing evacuation even when staying without power posed serious risks.
Building B, housing 20 units, and Building C, which includes office space and a seven-person congregate living arrangement, were identified as priorities for generator installation. Martin stressed that these buildings are vital for the community, with Building C also serving as the Council on Aging’s operational hub. He stated that with the requested funds, the installations could “make a real life difference for the seniors who live here and future seniors who would reside in these two buildings.”
Discussion ensued about the adequacy of the requested funds, given the unpredictability of older infrastructure and potential complications with existing underground wiring. Although alternative funding sources had been explored, no additional state grants were available. A suggestion was made to increase the funding request to $250,000, as it would be challenging to secure more funds after the town meeting. The committee expressed unanimous support for the proposal, deciding to present it at the town meeting scheduled for October 27th.
The committee also reviewed warrant articles, including a separate proposal for transferring $400,000 from the Community Preservation Fund to support affordable housing at Devon Crest Apartments. This proposal aimed to lower the affordability threshold from 80% to 60% of Area Median Income (AMI). Discussions ensured that the explanatory note clearly communicated the number of units affected, leading to unanimous approval after adjustments.
Additionally, the committee briefly addressed the absence of an awning at the dog park, which had drawn public concern. Although the park was initially funded with recreational grants, there was uncertainty about maintenance responsibilities and whether the original funding source allowed for restoration or rehabilitation under current guidelines. The conversation revealed complexities but concluded with the possibility of further discussion at future meetings.
Further reports covered various community development projects, including a potential development on Main Street, which plans to offer both affordable and market-rate housing options. The committee noted that providing a mix of housing could offer flexibility for residents surpassing income limits, allowing them to remain within the same building. There was also mention of prioritizing veterans for some of the apartments, a decision praised due to the demand for accessible housing in the downtown area.
